Extensive outreach was conducted for the Master Plan, including
Bicycle-Pedestrian Trails Committee meetings, community meetings, and field walks.

Pleasanton Transportation Safety Action Plan
The grant funding requests are also consistent with the priorities in the recently-adopted 2026
PTSAP. The intersection of I-680 on and off-ramps with Sunol Boulevard is identified in the
high-injury network in the 2026 PTSAP due to the concentration of injury-related collisions over
a five-year span. The dashboard was created as an analysis tool to track various collision-
related attributes and was instrumental in presenting data and analysis during PTSAP
community meetings. A total of 16 outreach meetings were held, including stakeholder,
community, and citywide meetings with civic organizations. The PTSAP was approved by the
City Council on May 19, 2026.

STRATEGIC PLAN ALIGNMENT
Approval of this action advances the ONE Pleasanton citywide Strategic Plan Goal Funding
Our Future A.2. to “identify expanded and new revenue sources to address significant
infrastructure needs” and Investing in Our Environment, C.1. to “implement the four-year CIP
to complete design and construction of budgeted capital projects.” This action will allow the
opportunity for the City to receive significant new grant funding in support of planned capital
improvement projects.

FISCAL IMPACT
Upon Council authorization, the City will submit four 2028 Comprehensive Investment Plan
applications to the Alameda CTC requesting (if awarded, grant funds will be placed in Fund
162):
• $7,050,000 for West Las Positas Boulevard Multimodal Reconstruction Project
(construction phase 2 between Stoneridge Drive and Santa Rita Road), CIP No. 11514
• $2,000,000 for I-680/Sunol Boulevard Interchange Modernization Project (construction
phase 1), CIP No. 15551
• $4,462,500 for the I-580 Overcrossing Bicycle and Pedestrian Improvements Project
(construction phase), CIP No. 22570
• $1,500,000 for the Pleasanton Transportation Technology Upgrade Project

A 25 percent local match is required for each project phase (e.g., design or construction).
Awarded projects will be allocated funds across fiscal years 2027/28-2031/2032. Staff are
requesting an allocation starting in FY27/28, although Alameda CTC reserves the right to
assign a different year depending on funding and project submissions. Below is a breakdown
of the proposed project funding and allocation by year.

The total project cost for construction of the West Las Positas Boulevard Multimodal
Reconstruction Project (Phase 2 Stoneridge Drive to Santa Rita Road), CIP No. 11514 is
Page 41 of 923
