• Enhanced Collision Dashboard. During the development of the Pleasanton
Transportation Safety Action Plan (PTSAP), a collision dashboard was created as an
analysis tool to track various collision-related attributes. The dashboard also identified a
focused high-injury network across all modes of transportation and a network specific to
bicycle and pedestrian collisions. This dashboard was essential in identifying where the
City should focus its transportation safety work.

The next evolution of this dashboard is to expand it to create new analytical tools that match
safety countermeasures to address collisions, track implementation costs, and measure
effectiveness. These tools would improve staff's ability to track, visualize, report, and analyze
collision data, both for internal use and for inclusion in public-facing reports and documents.

The estimated project cost for the fiber optic, traffic controller, and dashboard upgrade is
$1,500,000. Staff recommends using future Fund 201 – Miscellaneous Capital Improvement
Project funds to complete the $375,000 required local match. The total request for 2028
Alameda Comprehensive Investment Plan funds is $1,125,000. If awarded, a Pleasanton
capital improvement project number will be established as part of an item to request funding
acceptance and allocate local matching funds at a future City Council meeting.

Project Eligibility
Each of the City’s proposed projects for the 2028 Alameda CTC Comprehensive Investment
Plan meets one or more key eligibility requirements for project submission:
• Projects must be included in the 2020 Countywide Transportation Plan project listings
(10-year priority, 30-year priority, or Programmatic Projects).
• Bike projects must demonstrate a direct benefit to the Countywide Bikeways Network
and meet Alameda CTC’s All Ages and Abilities Policy.
• Projects must demonstrate a public benefit towards enhancing, building, and
maintaining the multimodal transportation infrastructure in Alameda County.
• Projects may include new or upgraded bicycle/pedestrian facilities, bicycle lane striping,
designated pedestrian path markings, signage/signals, bicycle parking, street
reconfigurations, street closures, and bicycle/pedestrian safety improvements.
• Projects that improve transportation safety.
• Technology projects that facilitate safety through operations, controller upgrades, and
traffic signal interconnection.

The Alameda CTC anticipates issuing grant award recommendations in May 2027.

EQUITY AND SUSTAINABILITY
This grant, if received, advances Climate Action Plan (CAP 2.0) Strategy TLU-2 E3, Implement
Bicycle & Pedestrian Master Plan, Strategy TLU-2 E5. Implement Complete Streets Program.
The proposed projects in the grant include safety improvements that will benefit youth,
seniors, pedestrians, cyclists, and motorists. Having a convenient, safe, and comfortable
multimodal transportation network is critical to supporting users of all ages and abilities,
improving transportation options, and benefiting the environment.
