Item #6
CITY COUNCIL AGENDA REPORT

July 21, 2026
Finance

TITLE: ACCEPT THE MONTHLY DISBURSEMENTS AND INVESTMENT REPORT FOR
MAY 2026

SUMMARY
Attached is the City of Pleasanton monthly disbursements and investment report for May 2026.

RECOMMENDATION
Accept claim disbursements in the amount of $21,743,265 and the investment report for the
month of May 2026.

BACKGROUND
The City's Investment Policy requires the Director of Finance to submit a monthly transaction
report to the City Council within 60 days of the end of the reporting period in accordance with
California Government Code Section 53607.

The Investment Policy also requires the Director of Finance to submit a quarterly report to the
City Council on the status of the City's investment portfolio no later than 45 days after the end
of each month. This report shall include the types of investments, the amount of money
invested with various institutions, purchase and maturity dates, and yield on investments. The
Director of Finance affirms that the investment portfolio complies with the investment policy
and will meet cash flow needs for the next six months.

This report also includes check and electronic payment information for May 2026.

DISCUSSION
The monthly disbursements and investment report provides transparency of the City’s
financial transactions and payments for review by the City Council.

The City has transitioned to a new reporting format that incorporates Chandler Asset
Management's Investment Report, beginning with the report for the month ended April 2026.
The average purchase yield (also known as book yield) indicates the annual rate at which the
City is currently earning income. The average market yield indicates the average rate at which
new and maturing funds are reinvested. The City uses total return to demonstrate how the
portfolio has grown over time. Total return includes growth from income (including accrual),
realized gains and losses as a result of a sale before maturity, and unrealized gains and
losses (gains and losses on paper) as a result of changes in market value. Total return is
compared to the City’s risk and performance measuring benchmark that is similar in duration
to the City’s portfolio duration: ICE BofA 1-5 Year Unsubordinated US Treasury & Agency
Index.
