Augment Scope of Work
Task 1: Addendum to the General Plan Environmental Impact Report
Under the original contract, FirstCarbon Solutions (FCS) assumed preparation of an Addendum to the Housing
Element Update EIR. However, as the Administrative Draft Addendum neared completion, the project team
determined that an alternative CEQA approach would be more appropriate to support the project.
Accordingly, FCS is requesting additional funds to revise and reframe the CEQA documentation to prepare an
Addendum to the General Plan EIR, instead of an Addendum to the Housing Element Update EIR. Preparation
of the revised Addendum will require additional staff effort beyond that contemplated in the original scope,
including revision of environmental analyses to evaluate consistency with, and tiering from, the applicable
General Plan EIR and preparation of updated impact discussions to demonstrate that the project would not
result in new or substantially more severe impacts than those previously identified. Updates to supporting
exhibits and appendices will also be required to reflect the updated CEQA approach and ensure consistency
across all supporting documents.
In addition, the revised scope includes increased coordination and internal review, including Project Manager
oversight and Director-level quality control, to ensure that the updated document meets CEQA Guidelines
requirements and provides a legally defensible record.
Task 2: SB18 Tribal Consultation Support
As outlined under Augment 1, FCS has completed the Native American Heritage Commission Sacred Lands File
request and mailed SB 18 Tribal consultation letters to applicable Tribes on behalf of the City. The City has
requested further assistance with SB 18 consultation, including maintaining thorough records of consultation
requests, responding to tribal communications, and ensuring that relevant project materials are provided
directly to the Tribes. This expanded support will involve coordinating correspondence, documenting all
outreach and responses, and facilitating the timely delivery of project information to ensure that Tribal
representatives are fully informed and engaged throughout the consultation process. Accordingly, this augment
requests funds to provide additional tribal consultation services to the City.
Task 3: Project Management and Coordination
FCS has participated in additional meetings and coordination efforts with the project team and City staff
regarding the transition to a revised CEQA approach. This shift in document type has resulted in additional
effort by the FCS Project Manager and Project Director to confirm the appropriate analytical framework,
documentation requirements, and process moving forward. As a result, FCS requests additional funds to
support ongoing coordination with the City, including participation in meetings related to the Addendum, and
Docusign Envelope ID: 4A34557D-CD75-81DB-81DD-E71FA1F13837Docusign Envelope ID: 2B24D79F-D07B-8023-831C-EAC48253B99E
