Resolution No. PC-2026-09

on slopes greater than 25 percent to accommodate structures and incorporates
geotechnical recommendations to ensure slope stability and structural integrity.

Drainage improvements, including on-site detention and stormwater treatment facilities,
would be implemented to ensure that post-development runoff does not exceed pre-
development conditions and to prevent flooding or erosion. Erosion control and dust
suppression measures would be implemented during construction. Mitigation measures
identified in the Environmental Impact Report address geology, soils, and hydrology to
ensure impacts are reduced to less than significant levels. Therefore, grading is
appropriately designed, and this finding can be made.

5. Whether streets, buildings, and other manmade structures have been designed and
located in such a manner to complement the natural terrain and landscape:

The Project’s internal circulation system follows the natural contours of the site to minimize
grading and visual impacts. Residential lots are clustered in areas with more moderate
slopes, preserving the majority of the site as open space.

Building placement, orientation, and design have been carefully considered to reduce
visual prominence and integrate with the surrounding landscape. Landscaping with native
and drought-tolerant species further enhances the site’s natural character. The inclusion of
a public staging area and trail connections complements the surrounding open space and
recreational uses. Therefore, streets and buildings have been designed to complement the
natural terrain, and this finding can be made.

6. Whether adequate public safety measures have been incorporated into the design of
the plan:

The Project includes multiple public safety features, including roadway improvements, a
signalized intersection, and site access designed to meet City standards for visibility and
emergency response. Internal roadways are designed to accommodate emergency
vehicles, including adequate turning radii and access to all structures.

The Project incorporates fire protection measures such as defensible space, fuel
management zones, and compliance with Wildland-Urban Interface (WUI) requirements. All
structures would be constructed in accordance with applicable Building and Fire Codes and
would include fire suppression systems. Therefore, adequate public safety measures have
been incorporated into the Project design, and this finding can be made.

7. Whether the plan conforms to the purposes of the PUD District:

The proposed PUD Development Plan conforms to the purposes of the PUD District by
allowing flexibility in site design to achieve a development that is responsive to the site’s
environmental constraints while meeting City goals and policies. The Project clusters
development to preserve open space, incorporates public benefits such as parkland
dedication and trail improvements, and provides housing consistent with the Housing
Element.
