Resolution No. PC-2026-13
Page Two

Section 2: The Project is consistent with the adopted General Plan as it aligns with the
applicable land use designations and supports the General Plan’s Programs, Policies, and
Goals related to sustainability, community development, and industrial, commercial, and office.
As such, the Project complies with the requirements of Government Code Section 65860
regarding zoning consistency with the General Plan.

Section 3: Findings for California Environmental Quality Act (CEQA)
With respect to CEQA, the Planning Commission finds the Project is categorically exempt from
CEQA pursuant to CEQA Guidelines Section 15301, Class 1, Existing Facilities. The proposed
use is for the operation of a private school within an existing building zoned for the proposed
use, with no expansion of the existing building. The proposed use does not involve any
hazardous substances, all necessary public services and facilities are available, and the
surrounding area is not environmentally sensitive. Therefore, no additional environmental
review is required.

Section 4: Findings for Conditional Use Permit Approval
With respect to the approval of P26-0222, the Planning Commission makes the following
findings as required by Section 18.124.070 of the Pleasanton Municipal Code:

A. That the proposed location of the conditional use is in accordance with the
objectives of the zoning ordinance and the purpose of the district in which the
site is located.

Some of the objectives of the zoning ordinance are to: foster a harmonious, convenient,
workable relationship among land uses, protect existing land uses from inharmonious
influences and harmful intrusions, and ensure public and private lands ultimately are
used for the purposes that are most appropriate and beneficial to the City as a whole.
As conditioned, the Planning Commission finds the proposed private school would be
consistent with these objectives and would create more educational facilities within the
City. The facility would be operated so as not to impact or interfere with the surrounding
uses, in that the activities, number of students and staff, and hours of operation would
not generate substantial noise, parking demand, or traffic.

The subject site is zoned PUD-I/C-O (Planned Unit Development-Industrial/
Commercial-Office) district, and is located in the OMPD (Mid-rise Planning District) of
Hacienda, which permits a variety of commercial, and office uses. Establishing a private
school at this location would be in accordance with one of the purposes of the
Commercial zoning district to provide locations to offer commodities and services to the
residents of Pleasanton and surrounding areas and with one of the purposes of the
Office zoning district to protect offices from the noise, disturbance, traffic hazards,
safety hazards, and other objectionable influences incidental to certain commercial
uses. The Planning Commission finds that the conditions of approval for the project give
the City the appropriate controls to ensure that the use does not have any negative
impacts on the surrounding businesses and properties.
