Resolution No. PC-2026-16

D. Whether grading takes into account environmental characteristics and is designed in
keeping with the best engineering practices to avoid erosion, slides, or flooding to
have as minimal an effect upon the environment as possible.

The amount of grading has been designed to respond to existing topography while
providing a suitable relationship between the proposed development and existing
development to the west. Drainage improvements, including off-site stormwater treatment
facilities, would be implemented to ensure that post-development runoff does not exceed
pre-development conditions and to prevent flooding or erosion. Erosion control and dust
suppression measures would be implemented during construction per applicable
regulations and Project conditions of approval. Mitigation measures identified in the
Addendum address geology, soils, and hydrology to ensure impacts are reduced to less
than significant levels. Therefore, grading is appropriately designed, and this finding can be
made.

E. Whether streets, buildings, and other manmade structures have been designed and
located in such a manner to complement the natural terrain and landscape:

The area comprises a relatively flat, open site with minimal existing natural vegetation and
without substantial topographic variation or prominent land features. The project is
compatible with this context, providing a regular layout of lots and homes, with a variety of
architectural features and a mix of single- and two-story designs that fit the landscape and
topography. The Project’s internal circulation system forms a looped system that facilitates
an easy, unobstructed flow pattern.

Building placement, orientation, and design have been carefully considered to reduce
visual prominence and integrate with the surrounding landscape. Landscaping with native
and drought-tolerant species further enhances the site’s natural character. Therefore,
streets and buildings have been designed to complement the natural terrain, and this
finding can be made.

F. Whether adequate public safety measures have been incorporated into the design of
the plan:

The Project includes multiple public safety features, including roadway improvements and
site access designed to meet City and Livermore Pleasanton Fire District standards for
visibility and emergency response, ingress and egress. Internal roadways are designed to
accommodate emergency vehicles, including adequate turning radii and access to all
structures.

The Project incorporates fire protection measures. All structures would be constructed in
accordance with applicable Building and Fire Codes and would include fire suppression
systems. Therefore, adequate public safety measures have been incorporated into the
Project design, and this finding can be made.
