Resolution No. PC-2026-16

G. Whether the plan conforms to the purposes of the PUD District:

The proposed PUD Development Plan conforms to the purposes of the PUD District by
allowing flexibility in site design to achieve a development that is responsive to the site’s
environmental constraints while meeting City goals and policies. The Project provides
public benefits, such as a private park with a public access easement, and provides
housing at a density consistent with the applicable land use designations of the East
Pleasanton area.

Through the PUD process, the Project has been designed to balance development with
environmental preservation, infrastructure improvements, and community benefits. This
approach reflects the intent of the PUD ordinance to encourage innovative and sensitive
site planning. Therefore, the Project conforms to the purposes of the PUD District, and this
finding can be made.

Section 4: Findings for Approval of Vesting Tentative Subdivision Map 8423.
With respect to Tract 8423, the Planning Commission recommends the City Council make the
following findings and determinations with respect to Pleasanton Municipal Code Section
19.20.110(A):

A. The tentative subdivision map is consistent with the General Plan and any
applicable Specific Plan.

The proposed vesting tentative map for Tract 8423 is consistent with the General Plan
insomuch as it implements the following General Plan goals, programs, and/or policies:
1. Sustainability Program 2.6 (“Require design features in new development and
redevelopment areas to encourage transit, bicycle, and pedestrian access, such
as connections between activity centers and residential areas, and road design
that accommodates transit vehicles, where feasible”) in that it will include a Class
1 trail extension between the Project site and Mohr Avenue to facilitate transit,
bicycle, and pedestrian access.
2. Land Use Policy 25 (“Annex urbanized pockets of unincorporated land adjacent
to the city limits in areas where landowners are willing to accept City services
and development standards”) as it will annex a portion of unincorporated land
immediately adjacent to city limits where the applicant is willing to accept City
services and comply with City development standards, as reflected in the
requested PUD for the Project.
3. Land Use Policy 23 (“Maintain a permanent Urban Growth Boundary [UGB]
beyond which urban development shall not be permitted”) as the Project site is
within the City’s UGB.

B. The findings for denial of a tentative map set forth in Government Code § 66474
cannot be made with respect to the proposed tentative map.

The proposed tentative map for Tract 8423 is not inconsistent with the General Plan, as
set forth in finding 4(A) above, and no Specific Plan applies to it. Moreover, the design
