Resolution No. PC-2026-16

or improvement of the proposed subdivision is not inconsistent with applicable general
and specific plans, as set forth in finding 4(A) above. The Project site is not physically
unsuitable for the type of development proposed, as analyzed in the Addendum
prepared for the Project. The Project site is likewise not physically unsuitable for the
proposed density of development (6.3 dwelling units per acre), as the proposed General
Plan land use designation allows development of 2-8 dwelling units per acre. As
analyzed in the EIR and the subsequent Addendum, the design of the subdivision and
the proposed improvements are not likely to cause substantial environmental damage
or substantially and avoidably injure fish or wildlife or their habitat. Similarly, the design
of the subdivision and type of improvements (single-family homes) are not likely to
cause serious public health problems. Finally, the design of the proposed subdivision
and the type of improvements will not conflict with easements, acquired by the public at
large, for access through or use of, property within the proposed subdivision, as no such
easements are located on the Project site.

C. The discharge of waste from the proposed subdivision into an existing
community sewer system would not result in violation of existing requirements
prescribed by a California regional water quality control board pursuant to
Division 7 (commencing with Section 13000) of the Water Code.

The discharge of waste from the proposed Tract 8423 would not result in a violation of
applicable regional water quality control board requirements, as analyzed in the EIR and
subsequent Addendum.

Section 5: The Planning Commission hereby recommends the following to the City Council:

1. Adopt the findings set forth in this Resolution, subject to the attached Draft
Conditions of Approval in Attachment 1; and

2. Approve: (1) Initiation of proceedings for Annexations (P25-0115), (2) General
Plan Amendments (P25-0116), (3) Rezoning (P25-0118) (4) a Planned Unit
Development (PUD-154) plan for residential development with related on- and
off-site infrastructure, and (5) a Vesting Tentative Map (Tract 8423), subject to
the draft conditions of approval listed in the attached Exhibit A.

Section 6: This resolution shall become effective immediately upon its passage and adoption.

PASSED, APPROVED, AND ADOPTED by the Planning Commission of the City of
Pleasanton at a regular meeting held on June 24, 2026, by the following vote:

Ayes: Commissioners Jagoe, Morgan, Wedge and Chair Pace
Noes: None
Absent: Commissioners Commissioner Jain
Abstain: None
