RESOLUTION NO. PC-2026-15

A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF PLEASANTON
RECOMMENDING THE CITY COUNCIL ADOPT THE ADDENDUM TO THE
ENVIRONMENTAL IMPACT REPORT FOR THE ARROYO LAGO RESIDENTIAL PROJECT
(SCH NO. 2023050339), AS FILED UNDER CASE NO. P25-0115, P25-0116, P25-0118,
PUD-154, and TRACT 8423

WHEREAS, on August 26, 2022, 330 Land Company (“Applicant”), on behalf of USL
Pleasanton, LP, (“Property Owner”), submitted an application to the County of Alameda
(“County”) for the construction of a residential project consisting of 194 residential units and 49
junior accessory dwelling units, on and off-site utilities and related improvements (“County
Project”); and

WHEREAS, per the requirements of the California Environmental Quality Act (“CEQA”)
(Public Resources Code Section 21000, et seq.) the County caused an Environmental Impact
Report (“EIR”) (SCH No. 2023050339) to be prepared for the County Project, providing the
public and the decision-makers with detailed information about the County Project's
environmental effects, ways to minimize the project's significant environmental effects, and
reasonable alternatives to the project; and

WHEREAS, the EIR identified that most environmental impacts from development of
the County Project were less than significant or could be mitigated to less than significant
through incorporation of feasible and reasonable mitigation measures; and

WHEREAS, the EIR identified impacts from development of the County Project related
to greenhouse gas emissions and transportation that were significant and unavoidable, even
with the incorporation of feasible and reasonable mitigation measures, requiring the County to
adopt Findings of Fact and a Statement of Overriding Considerations; and

WHEREAS, in accordance with CEQA Guidelines Section 15126.6, the EIR included a
comparative impact assessment of reasonable alternatives to the County Project, including
Alternative 2: Annexation into the City of Pleasanton Alternative, which concluded that most
environmental impacts from the project would be reduced under this alternative due to access
to City of Pleasanton (”City”) utilities and a reduced development footprint; and

WHEREAS, the EIR determined that due to these reduced environmental impact levels,
Alternative 2 was the Environmentally Superior Alternative, and

WHEREAS, on February 10, 2026, the County Board of Supervisors adopted Findings
of Fact and a Statement of Overriding Considerations and certified the EIR in compliance with
all applicable provisions under CEQA; and

WHEREAS, on February 25, 2026, the Applicant, on behalf of the Property Owner,
submitted applications to the City for: (1) Annexation (P25-0115) of an approximately 30 acres
(the Project Site) from unincorporated Alameda County to the City; (2) General Plan
Amendments (P25-0116) to redesignate land uses from Community Facilities – Other Public
and Institutional; High Density Residential; Business Park/Retail/Highway/Service Commercial
Docusign Envelope ID: DDC42BBB-1CDA-8623-8208-0F866D2C3168
