ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

88 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
Proposed Project Analysis and Conclusion
Similar to the County Project, the proposed project is designed to avoid any direct and indirect
impacts to State or federally protected waters and/or wetlands and would not significantly impact the
water quality of the potential depressional wetland east of the project site. The proposed bioretention
area and detention basin would be constructed at an adequate distance from the potential
depressional wetland to avoid any significant adverse impacts. As such, impacts to State or federally
protected wetlands would be less than significant, consistent with the impact conclusions set forth in
the Prior FEIR. Therefore, the proposed project would not introduce new significant impacts or create
substantially more severe significant impacts than those previously identified in the Prior FEIR. No
additional analysis is required.
d) Fish or Wildlife Movement
Would the project: Interfere substantially with the movement of any native resident or
migratory fish or wildlife species or with established native resident
or migratory wildlife corridors, or impede the use of wildlife nursery
sites?
Prior FEIR Conclusions
The Prior FEIR found that the project site does not function as a critical wildlife movement corridor
because the Study Area is surrounded by urban and industrial developments, man-made lakes with
limited habitat value, and active roadways, which limit the potential for wildlife movement through the
site, and no substantial wildlife nursery sites are present on-site.
Individual nesting birds have the potential to be present within disturbance distances seasonally, and
construction activities, vegetation removal, and site disturbance could disrupt wildlife movement and
nesting behavior. To address these concerns, MM BIO-1a and MM BIO-1b require pre-construction
surveys for burrowing owls and nesting birds, establishment of appropriate buffer zones, and
biological monitoring during construction. These measures are designed to prevent nest
abandonment and ensure that wildlife movement and nursery functions are not impeded. Therefore,
the Prior FEIR concluded that impacts would be less than significant with mitigation incorporated.
(Draft EIR, pp. 3.3-35, 6-13).
Proposed Project Analysis and Conclusion
Similar to the analysis in the Prior FEIR, individual nesting birds have the potential of being present
within disturbance distances seasonally. As such, implementation of MM BIO-1a and MM BIO-1b
would be required to reduce impacts on nesting birds to less than significant levels. As such, the
proposed project’s impacts on wildlife movement and nursery sites would be less than significant with
mitigation incorporated, consistent with the impact conclusions set forth in the Prior FEIR. Therefore,
the proposed project would not introduce new significant impacts or create substantially more severe
significant impacts than those previously identified in the Prior FEIR. No additional analysis is
required.
