ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 95
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
historical significance. Therefore, the Prior FEIR concluded that impacts would be less than
significant. (Draft EIR, pp. 3.4-24; 6-14).
Proposed Project Analysis and Conclusion
As described in the Prior FEIR, records search results conducted at the Northwest Information Center
(NWIC) identified three historic resources (P-01-000193, P-01-001783, and P 01-002190) located
within the 0.5-mile records search radius around the project site. However, similar to the County
Project, these resources are not located within the project site or the limit of disturbance areas, nor
would they be adversely impacted by the proposed project. Additionally, no historic resources were
encountered during the pedestrian field survey conducted as part of the Prior FEIR. As such, because
the proposed project would be constructed in the same location as the County Project albeit with less
overall ground disturbance, the results of the record searches and community survey conducted
under the Prior FEIR would still apply to the proposed project. Therefore, the proposed project would
not have a significant adverse impact on historic era built environment resources. Therefore, the
proposed project would not introduce new significant impacts or create substantially more severe
significant impacts than those previously identified in the Prior FEIR. No additional analysis is
required.
b) Archaeological Resources
Would the project: Cause a substantial adverse change in the significance of an
archaeological resource pursuant to Section 15064.5?
Prior FEIR Conclusions
As described in the Prior FEIR, record search results from the NWIC did not identify any prehistoric
archaeological resources located within the project site or within the 0.5-mile search radius around
the project site. Additionally, the Sacred Lands File search conducted by the Native American
Heritage Commission (NAHC) was negative for Tribal Cultural Resources (TCRs) within the project
site. However, the Prior FEIR found that the project site has the potential to contain buried
archaeological resources because the project site and limit of disturbance areas are situated on
undivided Holocene and/or earlier Pleistocene deposits that have the potential to contain
archaeological resources.
Although no archaeological resources were encountered during the field survey, MM CUL-2a and MM
CUL-2b require a Worker Environmental Awareness Program (WEAP) training for construction
personnel and outline procedures for halting work near the find and consulting a qualified
Archaeologist if resources are discovered during ground disturbance. These measures would ensure
that any inadvertently encountered significant archaeological resources are properly identified and
treated. Therefore, the Prior FEIR concluded that impacts would be less than significant with
mitigation incorporated. (Draft EIR, pp. 3.4-24, 6-14).
Proposed Project Analysis and Conclusion
The proposed project would be constructed in the same location as the County Project; therefore, the
results of the record searches and the pedestrian field survey conducted under the Prior FEIR would
