ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

106 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
connections to Contra Costa, San Francisco, and San Mateo counties. The Dublin/Pleasanton BART
Station is approximately 2.60 miles northwest of the project site. These available and readily
accessible alternative transit options would further encourage the reduction of VMT and the related
personal vehicle fuel consumption. Thus, transportation fuel consumption would not be wasteful,
inefficient, or unnecessary. Consistent with the impact conclusions in the Prior FEIR, impacts would
be less than significant.
Therefore, the proposed project would not introduce new significant impacts or create substantially
more severe significant impacts than those previously identified in the Prior FEIR. No additional
analysis is required.
b) Energy Efficiency and Renewable Energy Standards Consistency
Would the project: Conflict with or obstruct a State or local plan for renewable energy
or energy efficiency?
Prior FEIR Conclusions
The Prior FEIR found that the County Project would not conflict with any State or local energy plans.
The County Project would be required to comply with the applicable Title 24 Energy Efficiency
Standards and CALGreen requirements as adopted under Alameda County Municipal Code Title 15.
The County Project would incorporate energy conservation features and comply with applicable
energy efficiency standards, and the electricity provider, PG&E, meets the State’s current objectives
for renewable energy sources. Therefore, the Prior FEIR concluded that impacts would be less than
significant. (Draft EIR, pp. 3.5-17, 6-14).
Proposed Project Analysis and Conclusion
The proposed project would be substantially similar to the County Project, though with fewer
proposed dwelling units and a substantial reduction in the scope and nature of off-site improvements.
Similar to the County Project, the proposed project would be required to comply with the applicable
Title 24 Energy Efficiency Standards and CALGreen requirements—for example, and among others,
EV charging infrastructure and solar requirements as adopted by Municipal Code Chapter 20.08.
Ava Community Energy (Ava) would provide electricity generation services for the proposed project,
while PG&E would provide transmission and delivery services. In 2024, Ava obtained 62 percent of its
electricity from renewable energy sources, while the remaining electricity was sourced from large
hydroelectric (34 percent), and fossil fuels (4 percent).33 Ava also offers a Renewable 100 option that
sources 100 percent of its power mix from eligible renewable energy sources.
The proposed project’s electricity provider is required to meet the State’s mandate that electricity
retail sellers procure a minimum of 33 percent of their retail electricity sales from eligible renewable
energy resources, as required by the Renewables Portfolio Standard (RPS) provisioned in SB 350, as

33 California Energy Commission (CEC). 2024.
