ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 107
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
discussed in the Regulatory Framework of the Prior FEIR.34 The proposed project’s electricity
provider would also be required to meet the State’s future objective of 60 percent of in-State
electricity sales being generated from renewable energy sources by 2030. As such, the proposed
project would not conflict with or obstruct the applicable plan for renewable energy or energy
efficiency. Impacts would be less than significant.
Therefore, the proposed project would not introduce new significant impacts or create substantially
more severe significant impacts than those previously identified in the Prior FEIR. No additional
analysis is required.
Zone 7 Stormwater Option
The Zone 7 Stormwater Option would not result in any new or more severe impacts related to energy
use compared to those previously analyzed since it was previously considered in the Prior FEIR.
Under this option, construction of the detention basin, pump facilities, and storm drain force main
would be eliminated (as compared to the City Stormwater Option), thereby reducing construction-
related energy consumption associated with grading, equipment operation, and material transport. In
addition, the option would avoid the ongoing energy demand associated with the operation of pump
facilities. Accordingly, consistent with the impact conclusions in the Prior FEIR, the Zone 7
Stormwater Option would not increase energy consumption or conflict with applicable energy
conservation plans, and energy impacts would remain less than significant and consistent with the
conclusions of the Prior FEIR.
Mitigation Measures
None.
Conclusion
There is no new information of substantial importance, changes in the project, or changes in
circumstances under which it will be undertaken, identifying new significant effects, nor is there a
substantial increase in the severity of previously identified significant impacts related to energy. The
conclusions from the Prior FEIR remain unchanged when considering the implementation of the
proposed project. No further environmental review is required.

34 Note that the percentages above do not reflect compliance with the Renewables Portfolio Standard (RPS), which
measures the use of tracking instruments called Renewable Energy Credits over the course of multi-year compliance
periods. Renewable Energy Credits that are purchased separately from the renewable energy can be used for RPS
compliance, but they do not factor into the power mixes or GHG emissions intensities above.
