ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 145
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
(Draft EIR, p. 6-16). Therefore, the Prior FEIR concluded that there would be no impact. (Draft EIR, p.
3.10-8, 6-16).
Proposed Project Analysis and Conclusion
The proposed project includes the construction of 189 single-family homes and 48 junior ADUs on an
approximately 30-acre project site, in addition to related improvements including a bioretention area
and stormwater detention basin to be located approximately 0.45 mile east of the project site,
adjacent to El Charro Road. The project site and associated off-site improvement areas are currently
vacant with no structures or existing development.
The development of the proposed project would not involve the construction of any type of linear
feature that would impair mobility within an existing community, nor would it remove a means of
access in a manner that would impede travel or otherwise constitute division of an established
community. Rather, the proposed project would be designed in accordance with the relevant City
General Plan’s policies that encourage a cohesive, integrated site and circulation plan. As such,
consistent with the impact conclusion of the Prior FEIR, the proposed project would have no impact
related to dividing an established community. Therefore, the proposed project would not introduce
new significant impacts or create substantially more severe significant impacts than those previously
identified in the Prior FEIR. No additional analysis is required.
b) Conflict with Applicable Land Use Plans, Policies, or Regulations
Would the project: Cause a significant environmental impact due to a conflict with any
land use plan, policy, or regulation adopted for the purpose of
avoiding or mitigating an environmental effect?
Prior FEIR Conclusions
The Prior FEIR determined that the proposed residential project is consistent with the MDR land use
designation in the ECAP, which allows for 4.1 to 8.0 du/acre. Although the project site is currently
zoned A, the zoning is inconsistent with the ECAP designation. Under Government Code Sections
65589.5(j)(4) and 65905.5(c)(2), the County Project does not require rezoning if it complies with
objective general plan standards. The proposed density of 7.3 du/acre aligns with the applicable MDR
standards set forth in the ECAP and supports County housing goals and Regional Housing Needs
Allocation (RHNA) targets. The Prior FEIR also found that the County Project’s off-site improvements
would be consistent with the applicable Water Management (WM) and LPA General Plan land use
designations. Therefore, the Prior FEIR concluded that impact would be less than significant. (Draft
EIR, p. 3.10-9, 6-16).
Proposed Project Analysis and Conclusion
The proposed project includes annexation of the approximately 30-acre project site into the City, and
includes a General Plan Amendment to redesignate the project site from the County MDR land use to
the City’s MDR land use. According to the City’s General Plan, the proposed project would be
consistent with the City’s MDR land use designation, which allows for 2 to 8 du/acre and supports any
housing type (detached and attached single-family homes, duplexes, townhouses, condominiums,
