The
County Project would include the development of market-rate single-family homes, junior ADUs, and
certain off-site improvements, including a WWTP, a recycled water storage facility, a water storage
and booster pump facility, agricultural irrigation fields, and two bioretention areas. For the reasons
detailed in the Prior FEIR, the County Project is consistent with the surrounding land uses and would
not physically divide an established community since it would not involve the construction of a linear
feature or the removal of a means of access that would impact mobility within the County. Similarly, as
discussed under Alternative 2, the residential development would be consistent with City land use
plans and would not divide an established community. Impacts would be similar to the County Project.
