ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

160 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
units.41 Based on the County’s average household size of 2.84 persons, the County Project is
expected to generate approximately 691 new residents. However, this growth is consistent with the
County’s Housing Element and the Sixth Cycle RHNA targets and represents an increase of less than
1 percent relative to the County’s 2023 population. The project site is designated for MDR in the
ECAP, and the County Project’s density of 7.3 du/acre falls within the MDR range of 4.1 to 8.0
du/acre. The County Project would not require rezoning due to consistency with the Alameda County
General Plan land use designation, and it would not extend roads or other infrastructure in a way that
induces unplanned growth. Therefore, the Prior FEIR concluded that impacts would be less than
significant. (Draft EIR, pp. 3.13-11, 6 -18).
Proposed Project Analysis and Conclusion
The proposed project would result in an estimated population increase of approximately 588 residents
using the City’s average household size of 2.48 persons per household. Although the project site
would be annexed into the City and would therefore sustain growth not accounted for in the General
Plan, the proposed project would be within the density range allowed by the City’s General Plan (2 to
8 du/acre). Furthermore, the estimated 588 residents would account for less than 1 percent of the
City’s 2024 population of approximately 75,664 persons.42,43
The proposed project would include slightly fewer units than what was evaluated in the Prior FEIR:
189 homes and 48 junior ADUs versus 194 homes and 49 junior ADUs. The proposed project does
not include new commercial or employment-generating uses that would attract additional population,
nor does it propose substantial off-site infrastructure improvements that could facilitate further
unplanned growth beyond the project site.
Subject to annexation approval (reflecting a logical extension of the City’s municipal boundaries), all
utility connections (water, sewer, stormwater) would be tied into existing City systems, and roadway
improvements would be limited to those necessary for project access and connectivity, rather than
opening up undeveloped areas for future growth. As such, the proposed project would not induce
substantial population growth in the area, either directly through new homes or businesses, or
indirectly through extension of infrastructure, and would not result in growth beyond what is already
anticipated in local plans and policies. In addition, in the event of annexation, the installation of a
WWTP would be unnecessary, thereby avoiding any growth inducement that may be associated
therewith. Therefore, the proposed project would not introduce new significant impacts or create
substantially more severe impacts than those previously identified in the Prior FEIR. No additional
analysis is required.

41 As detailed in Section 2.2.1, Arroyo Lago Residential Project Environmental Impact Report, the Prior FEIR evaluated
development of up to 194 dwelling units and 49 junior ADUs. However, prior to project approval, the Planning
Commission and applicant agreed to revise the County Project to include up to 190 dwelling units with 48 junior ADUs.
This analysis evaluates the proposed project in comparison to the County Project as evaluated in the Prior FEIR.
42 United States Census Bureau. 2024.
