ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 161
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
b) Displacement of Persons or Housing
Would the project: Displace substantial numbers of existing people or housing,
necessitating the construction of replacement housing elsewhere?
Prior FEIR Conclusions
The Prior FEIR found that the project site is currently vacant, and there are no existing housing units
or permanent residents on the project site. As such, development of the County Project would not
result in the displacement of existing residents or housing or necessitate the construction of
replacement housing elsewhere. Therefore, the Prior FEIR concluded that there would be no impact.
(Draft EIR, pp. 3.13-12, 6-18).
Proposed Project Analysis and Conclusion
As the project site for the proposed project remains the same project site as the County Project, the
project site does not contain existing housing or residents. As such, consistent with the Prior FEIR’s
impact conclusion, the proposed project would not displace existing residents or housing,
necessitating the construction of replacement housing, and no impact would occur. Therefore, the
proposed project would not introduce new significant impacts or create substantially more severe
significant impacts than those previously identified in the Prior FEIR. No additional analysis is
required.
Zone 7 Stormwater Option
Because the Zone 7 Stormwater Option is limited to a modification in stormwater management
infrastructure and does not alter the proposed project’s residential development program, it would
have no impact with respect to population or housing.
Mitigation Measures
None.
Conclusion
There is no new information of substantial importance, changes in the project, or changes in
circumstances under which it will be undertaken, identifying new significant effects, nor is there a
substantial increase in the severity of previously identified significant impacts related to population
and housing. The conclusions from the Prior FEIR remain unchanged when considering the
implementation of the proposed project. No further environmental review is required.
