ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 163
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
Prior FEIR Conclusions
The Prior FEIR found that, through current automatic aid agreements with ACFD, the County Project
would be served primarily by the LPFD, which has five fire stations and a daily staffing level of 18
personnel. The County Project would provide initial emergency response from LPFD’s Fire Station 1,
located approximately 0.64 mile south of the project site. Further, the County Project would be
required to comply with applicable provisions of the CBC and the California Fire Code. In compliance
with the California Fire Code, Part 9 of the CBC, during construction, the County Project would be
required to follow fire safety standards related to the provision of fire apparatus access as part of the
acquisition of building permits. This would include LPFD’s review and approval of proposed fire
apparatus access, fire lanes, security gates, and fire hydrant systems to ensure compliance with
applicable standards. The County Project would also pay required fees charged by the County and
ACFD, which would contribute funding for increased staffing and fire protection resources. The
County Project would not include or otherwise trigger the construction of new or physically altered
governmental facilities with respect to fire protection and emergency medical services.
In evaluating annexation of the project site to the City, the Prior FEIR, in Alternative 2, determined that
demand for public services, including fire protection and emergency medical services, would be the
same as the County Project based on an equivalent number of residences and junior ADUs, and
impacts would remain less than significant. (Draft EIR, pp. 6-18, 6-19). Therefore, the Prior FEIR
concluded that impacts would be less than significant. (Draft EIR, pp. 3.13-11, 6-18, 6-19).
Proposed Project Analysis and Conclusion
Even with the annexation of the project site into the City, the proposed project would be served by
LPFD for fire protection and emergency medical services, and the proposed project would be
substantially the same as the County Project with respect to residential uses, albeit with a slightly
fewer number and a corresponding nominal decrease in new residents.
As with the County Project, the proposed project would be required to comply with applicable
provisions of the CBC and California Fire Code regulations during construction, as well as undergo
review by LPFD to confirm compliance with same. The proposed project would also be required to
pay applicable capital facilities fees as outlined in Municipal Code Chapter 3.22. Through the capital
facilities fee, the project applicant would be making its pro rata fair share payment toward planned
future fire protection/emergency response services/facilities. Similar to the County Project, the
proposed project would not include or otherwise trigger the construction of new or physically altered
governmental facilities with respect to fire protection and emergency medical services. Based on the
foregoing and consistent with the impact conclusions of the Prior FEIR, the proposed project would
not introduce new significant impacts or create substantially more severe significant impacts than
those previously identified in the Prior FEIR. No additional analysis is required.
