ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

166 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
project would still be required to pay applicable school impact fees pursuant to Government Code
Section 65996, which constitutes full and complete mitigation under CEQA. Therefore, consistent with
the impact conclusions of the Prior FEIR, the proposed project’s impacts would be less than
significant and would not introduce new significant impacts or create substantially more severe
significant impacts than those previously identified in the Prior FEIR. No additional analysis is
required.
d) Parks
Would the project: Result in substantial adverse physical impacts associated with the
provision of new or physically altered governmental facilities, need
for new or physically altered governmental facilities, the
construction of which could cause significant environmental
impacts, in order to maintain acceptable service ratios, response
times or other performance objectives for any of the public
services: Parks?
Prior FEIR Conclusions
As detailed in the Prior FEIR, the County Project includes the development of an approximately 0.7-
acre private park that would be open to the public, and approximately 0.5 mile of multiuse trails.
Although the County Project would increase demand for park facilities due to population growth as
compared to existing conditions, the County Project would either dedicate parkland or pay applicable
development fees to offset this demand pursuant to applicable County and State law requirements.
The County currently exceeds its goal of 5 acres of parkland per 1,000 residents, and the County
Project would not decrease that ratio below the threshold. Except for the proposed on-site park, no
new or expanded park facilities would be required by the County Project, and the impacts of that park
development were contemplated in the relevant environmental topic areas throughout the Prior FEIR.
Because of the project site’s location relative to the City, the Prior FEIR determined that residents of
the proposed project would also likely utilize City park facilities; accordingly, the Prior FEIR included
an evaluation of City park land and standards. The City’s park standard is 5 acres of parkland per
1,000 residents. (Draft EIR, p. 3.14-15). According to the City’s 2023-2031 (6th Cycle) Housing
Element Update Program EIR, the City maintains 46 developed park sites that total 385 acres of
parkland;45 this acreage translates to approximately 5.09 acres per 1,000 residents.46,47 Therefore,
because the City maintains a park service standard over its 5 acres of park and recreational uses per

45 City of Pleasanton. 2022.
