As a result, the proposed project would
not directly induce new police facility construction that could result in significant environmental
impacts.
Furthermore, all development requiring a discretionary use permit, such as the proposed project,
would be submitted and reviewed by Pleasanton PD, which allows Pleasanton PD an opportunity to
provide recommendations that would reduce impacts on police services (Program 29.2). As such,
potential impacts would be less than significant, consistent with the impact conclusions of the Prior
FEIR. Therefore, the proposed project would not introduce new significant impacts or create
substantially more severe impacts than those previously identified in the Prior FEIR. No additional
analysis is required.
c) Schools
Would the project: Result in substantial adverse physical impacts associated with the
provision of new or physically altered governmental facilities, need
for new or physically altered governmental facilities, the
construction of which could cause significant environmental
impacts, in order to maintain acceptable service ratios, response
times or other performance objectives for any of the public
services: Schools?
Prior FEIR Conclusions
The project site is located within the jurisdiction of the Pleasanton Unified School District (PUSD) and
would be served by Alisal Elementary School, Harvest Park Middle School, and Amador Valley High
School. As discussed in the Prior FEIR, the County Project would increase the number of residential
units as compared to existing conditions, thereby increasing the need for school services for the
County Project and its residents. Although Alisal Elementary may be impacted as it is nearing
capacity (the other schools were found to have available capacity), the County Project would pay
applicable school impact fees pursuant to Government Code Section 65996, which constitutes full
and complete mitigation under CEQA. Therefore, the Prior FEIR concluded that impacts would be
less than significant. (Draft EIR, pp. 3.13-14, 6-18, 6-19).
Proposed Project Analysis and Conclusion
The proposed project would still be served by PUSD, but it would slightly reduce the number of units
and corresponding number of students generated compared to that evaluated in the Prior FEIR. The
Prior FEIR’s analysis remains applicable to the proposed project, which would generate
approximately 145 students, nominally less than the 148 students estimated for the County Project.44
Based on current available data regarding school capacity and communications with PUSD, the
proposed project would have the potential to impact Alisal Elementary School.
