ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 171
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
Prior FEIR Conclusions
The Prior FEIR evaluated the addition of up to approximately 691 new residents,49 potentially
increasing demand for recreational facilities as compared to existing conditions. However, the County
Project would include a centrally located approximately 0.7-acre private park and approximately 0.5
mile of multiuse trails, designed to serve both new residents and the surrounding community, thereby
reducing pressure on existing public parks. These amenities are integrated into the project design
and would be constructed on-site, eliminating the need for new or expanded off-site recreational
facilities, the impacts of which were fully evaluated in the relevant environmental topic areas
throughout the Prior FEIR.
The County Project would be subject to applicable development impact fees per Alameda County
requirements, which would further support maintenance and improvements to existing and planned
facilities. Additionally, the Prior FEIR determined that both the County and the City currently exceed
their park service standards of 5 acres of parkland per 1,000 residents. Therefore, the Prior FEIR
concluded that impacts would be less than significant. (Draft EIR, pp. 3.15-7 -3.15-9, 6-20).
Proposed Project Analysis and Conclusion
Residents of the proposed project during operation would have access to local parkland operated by
the City, as well as nearby regional parkland operated by the East Bay Regional Parks District
(EBRPD). As described in the Prior FEIR, the EBRPD and the City each have a target park service
standard of at least 5 acres of parkland per 1,000 residents. The EBRPD currently provides
approximately 109 acres of parkland per 1,000 residents, while the City provides approximately 5.09
acres per 1,000 residents.50,51,52 As the EBRPD and the City both currently exceed their target park
service standards, the estimated 588 new residents 53 that would result from the proposed project
would not be enough to trigger an increase in use of these existing facilities such that substantial
physical deterioration of such facilities would occur or be accelerated.
Additionally, consistent with the County Project, the proposed project would include an approximately
0.7-acre private park with a Public Access Easement, as well as approximately 0.5 acre of multiuse
trails, the construction of which would be subject to relevant local policies and regulations; as
discussed above, the potential environmental impacts of these recreational amenities were fully
evaluated in the relevant environmental topic areas throughout the Prior FEIR.

49 (194 units + 49 junior ADUs) * 2.84 (County’s average persons per household) = approximately 691 persons
50 East Bay Regional Park District (EBRPD). 2026.
