ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

176 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
In summary, consistent with the Prior FEIR’s impact conclusions, the proposed project would not
conflict with any plans or policies for transportation facilities and would provide adequate on-site
pedestrian and bicycle facilities. Therefore, impacts would be less than significant. Thus, the
proposed project would not introduce new significant impacts or create substantially more severe
significant impacts than those previously identified in the Prior FEIR. No additional analysis is
required.
b) Inconsistent with CEQA Guidelines Section 15064.3, subdivision (b)
Would the project: Would the project conflict or be inconsistent with CEQA Guidelines
Section 15064.3, subdivision (b)?
Prior FEIR Conclusions
The Prior FEIR determined that the average daily VMT for residents of the East Planning Area of
Alameda County is 30.5 miles per capita. The associated VMT threshold is 15 percent below the
County average, i.e., 25.9 VMT. The Prior FEIR determined that the County Project would generate
29.9 VMT per capita, exceeding the threshold of 25.9 VMT per capita for the East Planning Area of
Alameda County. The Prior FEIR determined that a 13.4 percent reduction in VMT would be required
for the County Project to achieve compliance with the County’s VMT threshold.
The County Project incorporates several Transportation Demand Management (TDM) measures,
including:
• 25 percent deed-restricted junior ADUs, contributing an approximately 0.4–1.2 percent VMT
reduction.
• Traffic calming features on all project streets (1 percent reduction), which was required as MM
TRANS-2.
• 1,000 feet of off-site sidewalk and bicycle lane improvements (0.5 percent reduction).
These reduction values are derived from the County’s TDM/VMT Reduction program and together
would provide a maximum reduction of 2.7 percent, which would be insufficient to meet the required
13.4 percent reduction. The project site’s distance from transit and lack of full-time employment limits
the applicability of other TDMs.
Similarly, for Alternative 2, the Prior FEIR determined that VMT per resident would remain above the
City’s significance threshold of 25.9, resulting in a significant and unavoidable impact. Therefore, the
Prior FEIR concluded that impacts would be significant and unavoidable. (Draft EIR, pp. 3.16-22, 6-
20–6-21; FEIR, p. 5-1).
Proposed Project Analysis and Conclusion
Fehr & Peers prepared a VMT Assessment for the proposed project (Appendix D), dated March 9,
2026. The VMT Assessment uses a Countywide average VMT (19.4 miles per capita) as its baseline
rather than the Prior FEIR’s use of average VMT for the East Planning Area of Alameda County (30.5
