ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

178 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
calculations found that the estimated AM and PM peak traffic would not warrant a traffic signal
installation.
The Prior FEIR found that while some hazard areas (sight distance, left-turn lanes, and traffic signals)
would not constitute significant hazards, there would be a significant impact in regard to queueing.
Specifically, the Prior FEIR found that the County Project would result in queueing impacts at several
intersections, including Santa Rita Road/Valley Avenue and Stanley Boulevard/Valley Avenue–Bernal
Avenue. These impacts could be mitigated by retiming traffic signals; however, because the
intersections are under the jurisdiction of the City and the City was not the lead agency for purposes
of that analysis, the mitigation was deemed unenforceable with respect to the County Project.
In discussing Alternative 2, the Prior FEIR determined that, as the City would be the agency
responsible for implementation of the development under Alternative 2, it could implement the
identified mitigation (retiming signals) to reduce geometric design hazards to less than significant and
determined that queueing impacts could be mitigated. Nonetheless, the Prior FEIR concluded that
queueing impacts related to the County Project would be significant and unavoidable. (Draft EIR, pp.
3.16-25, 6-20, 6-21).
Proposed Project Analysis and Conclusion
The proposed project is anticipated to generate traffic volumes comparable to those of the County
Project, with a marginal decrease resulting from the slight reduction in the number of housing units
proposed, while maintaining substantially the same street design and circulation plan. As such,
impacts related to sight distance, left-turn lanes, and traffic signals would be similarly less than
significant under the proposed project.
Additionally, it is expected that impacts related to queueing in the westbound right-turn lane at Santa
Rita Road/Valley Avenue and the northbound right-turn lane at Stanley Boulevard/Valley Avenue–
Bernal Avenue would be substantially the same as the impacts identified in the Prior FEIR for the
County Project. However, as discussed in the Project Description, the Villages at the Quarry Project,
which was separately approved and entitled, is anticipated to implement roadway improvements that
would reduce potential impacts at these intersections. If the Villages at the Quarry Project does not
proceed, the proposed project would be required to implement the applicable improvements to ensure
impacts would be less than significant as addressed in the proposed project’s PADA as discussed in
Section 2.3.4, above. As such, impacts under the proposed project were fully evaluated in the Prior
FEIR and would be less than significant. Therefore, the proposed project would not introduce new
significant impacts or create substantially more severe impacts than those previously identified in the
Prior FEIR. No additional analysis is required.
d) Inadequate Emergency Access
Would the project: Result in inadequate emergency access?
Prior FEIR Conclusions
The Prior FEIR evaluated emergency access and found that the County Project includes adequate
internal circulation and access points. Emergency access routes are incorporated into the design, and
