ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 179
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
sight distance and turning movements at intersections were evaluated and found to meet Caltrans
standards. No deficiencies were identified that would impede emergency response. Therefore, the
Prior FEIR concluded that impacts would be less than significant. (Draft EIR, pp. 3.16-29, 6-20, 6-21).
Proposed Project Analysis and Conclusion
Consistent with the analysis in the Prior FEIR, emergency access to the project site would be
provided via two different access routes via Busch Road from Valley Avenue, and emergency vehicles
would enter the project site through the western project driveway along Busch Road. The proposed
project does not propose any permanent lane closures or obstructions that could impede emergency
response to or from the project site from the surrounding streets.
The proposed project provides adequate internal circulation and emergency access, with all proposed
roadways and access points designed to meet applicable City and fire department standards for
emergency vehicles. Emergency response to and from the project site would also be supported by
the surrounding arterial roadway network, including El Charro Road. The applicant would financially
contribute to any identified improvements to El Charro Road to ensure it operates in accordance with
emergency access standards. The proposed project would not obstruct or alter any major roadways
that may serve as evacuation routes, such as Stanley Boulevard or I-680, and any temporary
construction-related road closures would be minor and short-term. Furthermore, the proposed project
would be reviewed by the LPFD to ensure compliance with all emergency access requirements.
As the proposed circulation network and street design would be substantially the same as the County
Project, sight distance and turning movements at intersections would meet applicable City standards
under the proposed project. Therefore, the proposed project would not introduce new significant
impacts or create substantially more severe significant impacts than those previously identified in the
Prior FEIR. No additional analysis is required.
Zone 7 Stormwater Option
The Zone 7 Stormwater Option is limited to a modification of stormwater management infrastructure
and would not change the number of residential units, trip generation, roadway access points, or
circulation patterns evaluated for the proposed project. By eliminating construction of the detention
basin, pump facilities, and storm drain force main (as contemplated by the City Stormwater Option),
this option would incrementally reduce construction-related vehicle trips and equipment hauling, while
long-term operational traffic conditions would remain unchanged. Accordingly, consistent with the
impact conclusions in the Prior FEIR, traffic impacts would remain less than significant and consistent
with the conclusions of the Prior FEIR.
Mitigation Measures
MM TRANS-2 Prior to project operation, the proposed project would implement traffic calming
elements on all of the street improvements included in the proposed project.
