ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 183
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
Discussion
a) Water, Wastewater, Stormwater, Electric, Natural Gas, or Telecommunications
Facilities
Would the project: Require or result in the relocation or construction of new or
expanded water, wastewater treatment or stormwater drainage,
electric power, natural gas, or telecommunications facilities, the
construction or relocation of which could cause significant
environmental effects?
Prior FEIR Conclusions
The Prior FEIR considered that the County Project includes construction of new utility infrastructure,
including a 1-acre WWTP, a 0.4-acre water storage and booster pump facility, a 2.5-acre recycled
water storage facility, and related agricultural irrigation fields. These facilities are designed to serve
the County Project and would not require expansion of existing municipal systems. The County
Project also includes stormwater drainage improvements, such as bioretention areas and new storm
drainpipes, which would adhere to all applicable standards and requirements.
Potable water and wastewater distribution lines would be installed and connected to existing
infrastructure. Electricity services would be provided by PG&E, and existing overhead lines would be
placed underground. Further, phone and internet services would be provided through AT&T and
Comcast, respectively. The foregoing services and utilities would be sufficient to serve the County
Project and would not require the construction or expansion of new or relocated facilities as the
project site is located by existing urban development, which already houses these facilities. As such,
no new or expanded facilities would be required. Therefore, the Prior FEIR concluded that impacts
would be less than significant. (Draft EIR, pp. 3.17-1–3.17-16, 6-22–6.24).
Proposed Project Analysis and Conclusion
Water
Water service for the proposed project would be provided by the City via a connection to an existing
12-inch diameter water line along Busch Road and an off-site existing 16-inch diameter water line on
Mohr Avenue. To access the existing water line on Mohr Avenue, the proposed project would
construct a new 12-inch diameter water line extending from the northwest corner of the project site,
following the existing utility road, to Mohr Avenue (Exhibit 9c). Water service throughout the project
site would be provided in water lines under the proposed internal streets. A Hydraulic Analysis
prepared by Akel Engineering Group dated November 2025 evaluated the proposed water network
using the City’s calibrated domestic water system hydraulic model to assess system performance
under maximum day demand, peak-hour demand, and maximum day demand plus fire flow
conditions (Appendix E). The hydraulic analysis concluded that the proposed water distribution
network, including the recommended 12-inch pipeline connection between Mohr Avenue and Busch
Road, would provide adequate service pressures and fire flow to serve the proposed subdivision,
consistent with the City’s adopted performance criteria. Specifically, the analysis demonstrated that
