ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

184 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
service pressures would remain above the City’s minimum standards and that required fire flows
could be met while maintaining acceptable pressures and pipeline velocities. Additionally, the
proposed improvements would not result in pump station impacts and would not require additional
off-site water system improvements beyond those identified as part of the proposed project and the
shared East Pleasanton pipeline connection. These findings are consistent with the City’s Water
Distribution System Capacity Master Plan which establishes systemwide criteria for water supply,
distribution, and fire flow performance. Accordingly, the City has adequate water distribution capacity
to serve the proposed project, and the proposed project would not require construction of new or
expanded water supply, storage, or distribution facilities beyond those already planned and
evaluated. Thus, as described in Impact UTIL-b, the City would have adequate water supplies
available to accommodate the proposed project.
Wastewater
Wastewater services would be provided to the proposed project by the City. The City owns and
operates sanitary sewer lines and conveys wastewater throughout the City to the DSRSD regional
WWTP. Through a contract agreement with the City, DSRSD provides wastewater treatment services
to the City.
The proposed project would include a connection to an existing off-site 8-inch diameter sewer line on
Mohr Avenue, northwest of the project site. Similar to the proposed water and stormwater lines
contemplated in the County Project, the proposed project would construct a new 8-inch diameter
sewer line extending from the northwest corner of the project site, following the existing utility road, to
Mohr Avenue to access the existing sewer line (Exhibit 9c). Sanitary sewer service throughout the
project site would be provided in 8-inch diameter sanitary sewer lines under the proposed internal
streets.
With respect to wastewater conveyance capacity, the City commissioned a Technical Memorandum
by Woodard & Curran (dated November 12, 2025, included as Appendix E), to evaluate the existing
network under several scenarios, including the addition of four future planned projects, and to identify
improvements that could be funded by future development thus ensuring adequate capacity of
downstream sewer lines exist to accommodate planned growth. The four projects evaluated in the
Technical Memorandum include: Villages at the Quarry (Kiewit); Arroyo Lago; East Lakes; and
Amazon.
The Technical Memorandum identifies several Capital Improvement Program (CIP) strategies and
associated pro rata costs to be assumed by the proposed project and future development to ensure
adequacy of the system to accommodate future flows under dry and wet weather scenarios. The
proposed project would include construction of needed downstream sewer improvements according
to the Technical Memorandum and would seek reimbursement as appropriate from future
development according to the pro rata share methodology. The proposed project would also
contribute funding for future water and wastewater infrastructure through payment of applicable City
development impact fees, which are intended to support planned facilities operated by DSRSD.
