ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 191
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
Zone 7 Stormwater Option
The Zone 7 Stormwater Option would not increase demand for water supply, wastewater treatment,
solid waste, energy, or other utility services, and would not require expansion or modification of
existing utility infrastructure, because it was considered in the Prior FEIR. Stormwater would continue
to be collected and treated through the proposed bioretention facilities in compliance with applicable
City, RWQCB and Zone 7 requirements, and would be subject to Zone 7 approval, eliminating the
detention basin, pump facilities, and storm drain force main (as contemplated by the City Stormwater
Option), which would reduce reliance on mechanical infrastructure without increasing maintenance
demands or system capacity requirements, thereby maintaining the same level of utility service and
regulatory compliance. Eliminating the detention basin, pump facilities, and storm drain force main (as
contemplated by the City Stormwater Option) would reduce reliance on mechanical stormwater
infrastructure, avoiding the need for electrical power, pump operations, and long-term mechanical
maintenance, without shifting service demands to other utility systems. Consistent with the impact
conclusions in the Prior FEIR, this option would not require expansion of existing stormwater
infrastructure, upgrades to downstream facilities, or new utility connections. Accordingly, this option
would not conflict with applicable utility plans or policies, and utility impacts would remain less than
significant and consistent with the conclusions of the Prior FEIR.
Mitigation Measures
None.
Conclusion
There is no new information of substantial importance, changes in the project, or changes in
circumstances under which it will be undertaken, identifying new significant effects, nor is there a
substantial increase in the severity of previously identified significant impacts related to utilities and
service systems. The conclusions from the Prior FEIR remain unchanged when considering the
implementation of the proposed project. No further environmental review is required.
