ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

190 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
has a remaining capacity of 11.56 million tons and an estimated closure date of December 31, 2051.66
Because the estimated waste generation for the proposed project would constitute substantially the
same percentage as compared to the County Project—approximately 0.03 percent of the remaining
capacity of the Vasco Road Sanitary Landfill for construction debris and approximately 0.004 percent
for operational debris—impacts related to solid waste generation would be less than significant,
consistent with the Prior FEIR’s impact conclusions. Therefore, the proposed project would not
introduce new significant impacts or create substantially more severe impacts than those previously
identified in the Prior FEIR. No additional analysis is required.
e) Solid Waste Regulations Consistency
Would the project: Comply with federal, State, and local management and reduction
statutes and regulations related to solid waste?
Prior FEIR Conclusions
The Prior FEIR confirmed that the County Project would comply with all applicable regulations,
including the California Integrated Waste Management Act, SB 1383, which mandates organic waste
diversion and recycling, and local ordinances. Waste sorting, recycling, and disposal practices would
be implemented during construction and operation. Therefore, the Prior FEIR concluded that impacts
would be less than significant. (Draft EIR, pp. 3.17-19, 6-22–6.24).
Proposed Project Analysis and Conclusion
Consistent with the analysis in the Prior FEIR, the proposed project would generate solid waste
during construction and operation. Common construction waste may include metals, masonry, plastic
pipes, rocks, dirt, cardboard, or green waste related to land development. During construction, the
proposed project would be required to comply with applicable provisions of the City’s Municipal Code
Chapter 9.21 relating to construction debris, which outlines construction waste diversion requirements
and aims to achieve a 75 percent reduction of waste going to landfills. These measures would ensure
compliance with the Integrated Waste Management Act by ensuring project construction waste is
appropriately handled and transferred to facilities that can adequately recycle solid waste.
Additionally, local and Statewide laws and regulations, including Assembly Bill (AB) 341, AB 939, and
SB 1016, require waste reduction, recycling, and diversion, with which the proposed project would be
required to comply, including those set forth in the California Health and Safety Code, California Code
of Regulations, California Public Resources Code, and Pleasanton Municipal Code. Thus, consistent
with the impact conclusions in the Prior FEIR, the impact would be less than significant. Therefore,
the proposed project would not introduce new significant impacts or create substantially more severe
significant impacts than those previously identified in the Prior FEIR. No additional analysis is
required.

66 California Department of Resources Recycling and Recovery (CalRecycle).
