ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 195
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
Furthermore, the vegetated open space east of the project site would be maintained with fuel
reduction projects, such as pruning, utility management, removal of understory, and biomass removal.
While the County Project would include new infrastructure such as roads and utility lines, these
improvements are not located in areas of elevated fire risk and would not exacerbate wildfire hazards.
The infrastructure is designed to meet fire safety standards and would be reviewed by the appropriate
agencies. Therefore, the Prior FEIR concluded that impacts would be less than significant.
Flooding and Landslide Hazards Due To Post-fire Slope Instability/Drainage Changes
The Prior FEIR found that the project site is generally flat and not located in a landslide-prone area.
However, to address potential geotechnical risks, MM GEO-1 requires a design-level geotechnical
study to ensure slope stability and proper drainage design, which would reduce the risk of post-fire
flooding or slope instability. Therefore, the Prior FEIR concluded that impacts would be less than
significant with mitigation incorporated. (Draft EIR, pp. 3.18-14–3.18-15, 6-24).
Proposed Project Analysis and Conclusion
Because the project site location and boundaries of the proposed project would be consistent with the
project site and off-site areas evaluated in the Prior FEIR, and because the project site is not within or
near an SRA or VHFHSZ, impacts in this regard would be less than significant. For informational
purposes, the following is noted.
As previously determined, the proposed project would not be located in or near an SRA or lands
classified as VHFHSZ, nor would it substantially impair an adopted emergency response plan or
emergency evacuation plan, including the City’s EOP. As described above, the proposed project
provides adequate internal circulation and emergency access, with all proposed roadways and
access points designed to meet applicable City and fire department standards for emergency
vehicles.
The proposed project would not obstruct or alter any major roadways that may serve as evacuation
routes, such as Stanley Boulevard or I-680, and any temporary construction-related road closures
would be minor and short-term. Furthermore, the proposed project would be reviewed by the LPFD to
ensure compliance with all emergency access requirements. Therefore, the proposed project would
not conflict with or impede the City’s EOP or evacuation procedures, and impacts in this regard would
be less than significant.
As previously discussed, the project site is generally flat and not located in a landslide-prone area.
Therefore, consistent with the Prior FEIR’s impact conclusions, the proposed project’s impacts in this
regard would be less than significant, and as such, it would not introduce new significant impacts or
create substantially more severe significant impacts than those previously identified in the Prior FEIR.
No additional analysis is required.
Zone 7 Stormwater Option
The Zone 7 Stormwater Option would not increase the proposed project’s population, building
intensity, or access constraints, nor would it introduce new ignition sources or interfere with
