ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 199
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
Prior FEIR Conclusions
The Prior FEIR found that the County Project could result in potentially significant impacts to special-
status species and sensitive habitats, including burrowing owls and riparian vegetation. MMs BIO-1a
through BIO-2b would reduce these impacts to less than significant. The County Project would also
include mitigation for potentially significant impacts to cultural resources and TCRs through MMs
CUL-2a through CUL-3. These measures include pre-construction surveys, buffer zones, and
procedures for unanticipated discoveries, as detailed more fully in the MMRP. The Prior FEIR
concluded that impacts would be less than significant with mitigation incorporated. (Draft EIR, p. 5-6).
Proposed Project Analysis and Conclusion
Consistent with the analysis in the Prior FEIR, the proposed project could result in potentially
significant impacts to special-status species and sensitive habitats, including burrowing owls and
riparian vegetation, and would require the implementation of MMs BIO-1a through BIO-2b to reduce
these impacts to less than significant. The proposed project would also include mitigation for
potentially significant impacts to cultural resources and TCRs through MMs CUL-2a through CUL-3,
which would help reduce impacts on examples of the major periods of California history or prehistory
to less than significant. As such and as detailed more fully herein and in the Prior FEIR, the proposed
project would not substantially degrade the quality of the environment, reduce fish or wildlife habitat,
reduce fish or wildlife populations below self-sustaining levels, eliminate a plant or animal community,
reduce the number or range of a rare or endangered plant or animal, or eliminate important examples
of the major periods of California history or prehistory. Impacts would be less than significant with the
incorporation of MM BIO-1a, MM BIO-1b, MM BIO-2a, MM BIO-2b, MM CUL-2a, MM CUL-2b, and
MM CUL-3. Therefore, the proposed project would not introduce new significant impacts or create
substantially more severe impacts than those previously identified in the Prior FEIR. No additional
analysis is required.
b) Cumulatively Considerable Impacts
Does the project: Have impacts that are individually limited, but cumulatively
considerable? (“Cumulatively considerable” means that the
incremental effects of a project are considerable when viewed in
connection with the effects of past projects, the effects of other
current projects, and the effects of probable future projects)?
Prior FEIR Conclusions
The Prior FEIR’s cumulative impacts analysis was based on a list of past, present, and probable
future projects within an appropriate geographic scope (including projects in the vicinity of the project
site and within the City), and included the adjacent Senior East County Lakes Project, located directly
east of the project site. Accordingly, the cumulative analyses for each topical section considered not
only broader regional development (where relevant), but also nearby cumulative development within
the local Study Area, including the adjacent East Lakes/Senior East County Lakes development, to
the extent it fell within the applicable geographic scope for the impact being analyzed.
