Potentially significant cumulative impacts related to air quality, biological resources, cultural resources
and TCRs, geology and soils, and noise would be mitigated to less than significant levels with the
implementation of MM AIR-1, MM AIR-3, MM BIO-1a, MM BIO-1b, MM BIO-2a, MM BIO-2b, MM
CUL-2a, MM CUL-2b, MM CUL-3, MM GEO- 1, MM GEO-6, and MM NOI-1. Significant and
unavoidable impacts would occur related to GHG emissions and transportation. While implementation
of MM GHG-1, MM GHG-2, and MM TRANS-2 would reduce impacts to these topical sections, there
is no feasible mitigation available that would fully bring these impacts to less than significant levels.
Therefore, the Prior FEIR concluded that the County Project would have some impacts that are
individually limited, but cumulatively considerable. (Draft EIR, p. 5-6).
Proposed Project Analysis and Conclusion
Accordingly, consistent with the Prior FEIR’s analysis, potentially significant cumulative impacts
related to air quality, biological resources, cultural resources and TCRs, geology and soils, and noise
would be mitigated to less than significant levels with the implementation of MM AIR-1, MM AIR-3,
MM BIO-1a, MM BIO-1b, MM BIO-2a, MM BIO-2b, MM CUL-2a, MM CUL-2b, MM CUL-3, MM GEO-
1, MM GEO-6, and MM NOI-1. The implementation of other projects in the City would be required to
demonstrate regulatory compliance and implement similar mitigation measures, as applicable.
However, significant and unavoidable impacts would occur related to GHG emissions and
transportation. While implementation of MM GHG-1, MM GHG-2, and MM TRANS-2 would reduce
impacts to these topical sections, there is no feasible mitigation available that would fully bring these
impacts to less than significant levels. Overall, with implementation of the mitigation measures
outlined above, impacts associated with the proposed project would remain significant and
unavoidable for GHG emissions and transportation. Therefore, the proposed project would have
some impacts that are individually limited, but cumulatively considerable, consistent with the
evaluation of the Prior FEIR. Therefore, the proposed project’s cumulative impacts would be
consistent with the impact conclusions of the Prior FEIR, and as such, it would not introduce new
significant impacts or create substantially more severe significant impacts than those previously
identified in the Prior FEIR. No additional analysis is required.
c) Adverse Effects on Human Beings?
Does the project: Have environmental effects, which will cause substantial adverse
effects on human beings, either directly or indirectly?
Prior FEIR Conclusions
The Prior FEIR found that compliance with and implementation of the mitigation measures,
adherence to the robust set of applicable regulatory requirements, and adherence to the County’s
standard permit conditions, would ensure that the County Project would not result in substantial
adverse effects on human beings, including effects related to air pollution, seismic and geologic
hazards, hazardous materials, flooding and natural disasters, or noise and vibration. Therefore, it was
determined that impacts would be less than significant. (Draft EIR, p. 5-7).
