ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

64 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
scenic quality, and also provides analysis of changes to the existing visual character and quality for
informational purposes only.
Construction-related impacts related to degradation of existing visual character, quality, or natural
topography of the project site and area would be temporary and less than significant. The proposed
project includes annexation of the approximately 30-acre project site into the City. The proposed
project would include a General Plan Amendment to redesignate the project site from the County
MDR land use to the City’s MDR land use. According to the City’s General Plan, MDR allows for 2 to
8 du/acre. The proposed project would have a density of 6.3 du/acre, consistent with the MDR
designation.
The proposed project would also include pre-zoning of the project site to PUD-MDR to be consistent
with the proposed project density and General Plan land use designation. The purpose of the PUD
district, as stated in the Municipal Code, is to allow for tailored zoning, which helps to ensure that the
goals and objectives of the City's General Plan are promoted without discouraging innovation by
application of restrictive developmental standards. As the proposed project would be subject to the
design/development standards of the MDR designation and the related PUD development plan, the
proposed project would be consistent (and would not conflict with) applicable zoning and regulations
governing scenic quality.
Additionally, the City’s General Plan Community Character Element establishes a comprehensive
framework to preserve and enhance the City’s visual identity and sense of place. Goal 1 (Preserve
and enhance Pleasanton’s community character) provides overarching direction to maintain visual
harmony through high-quality design, while Policy 17 (Maintain, enhance, and protect the quality,
character, and distinctiveness of residential neighborhoods) requires new development to respect
established patterns of scale, massing, orientation, setbacks, and landscaping. The proposed project
would adhere to these goals and policies through residential building forms, site layout, and
streetscape design that reflect surrounding neighborhood patterns and maintain compatible visual
transitions. Consistent with Policy 15, which encourages attractive architectural and site-design
features, the proposed project would incorporate articulated pedestrian-oriented frontage, and
coordinated landscaping. Streetscape improvements and on-site frontage design would further
support Goal 5 and Policy 9 by incorporating street trees, landscaped setbacks, and screening
elements that soften the visual presence of development and enhance the public realm. In addition,
the proposed project’s design would be consistent with Goal 4 and Policy 7, which emphasize
high-quality design near City entryways, by providing a cohesive architectural vocabulary and
landscaped edges that reinforce the City’s visual identity, while maintaining appropriate visual
separation in accordance with Policy 8 where applicable. Adherence to these General Plan goals and
policies support the proposed project’s integration with the existing visual character of the area and
would not result in a substantial adverse change to the City’s visual quality or community character.
For informational purposes, it is also noted that the proposed project has been designed such that it
would have visual characteristics compatible with adjoining residential development. In addition, the
design of the proposed residences provides for a harmonious composition of mass, scale, color, and
