ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

FCS 65
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
texture. Furthermore, the units that are adjacent to the existing Ironwood neighborhood would be
single-story, which would also help to ensure visual compatibility with adjacent uses.
The proposed project also includes implementation of a landscaping plan that would adhere to all
applicable requirements, including the planting of trees, shrubs, vines, and groundcover to replace
trees proposed for removal, in accordance with Chapter 17.16, Tree Preservation, of the Municipal
Code and Policy 2 of the General Plan’s Open Space and Conservation Element.21 Furthermore, the
proposed project would include construction of an approximately 0.7-acre central park to provide
visual character, recreational uses, and park space for both residents of the proposed project and the
wider local community. Therefore, consistent with the conclusions in the Prior FEIR, impacts related
to consistency with applicable scenic quality regulations and visual quality and character would be
less than significant.
Therefore, the proposed project would not introduce new significant impacts or create substantially
more severe significant impacts than those previously identified in the Prior FEIR. No additional
analysis is required.
d) Light or Glare
Would the project: Create a new source of substantial light or glare which would
adversely affect day or nighttime views in the area?
Prior FEIR Conclusions
The Prior FEIR found that the County Project would introduce new sources of light and glare typical of
residential development, including street lighting, exterior home lighting, and vehicle headlights. All
exterior lighting would be designed, located, and shielded to confine direct rays of light to the project
site, consistent with ECAP Policy 115 and the California Building Standards Code (CBC). Building
materials would be similar to those used in surrounding residential areas and would not create
substantial daytime glare, and windows would not produce excessive glare as residential glass
typically has a low reflectivity rate. Based on the foregoing, the County Project would not introduce
excessive nighttime lighting or glare that would adversely affect day or nighttime views in the area,
including adjacent properties or public views. Therefore, the Prior FEIR concluded that impacts would
be less than significant. (Draft EIR, pp. 3.1-20, 6-11).
Proposed Project Analysis and Conclusion
The project site is currently undeveloped and does not contain existing sources of light and glare. The
proposed project would result in slightly fewer overall residential units as compared to the County
Project evaluated in the Prior FEIR (189 single-family homes and 48 junior ADUs with associated
windows), as well as exterior lighting similar to, albeit slightly less than, the County Project. In
addition, the proposed project incorporates refined grading plans that would reduce grade differences

21 City of Pleasanton. 2009.
