ARROYO LAGO RESIDENTIAL PROJECT
ADDENDUM

66 FCS
Https://adecinnovations.sharepoint.com/sites/PublicationsSite/Shared Documents/Publications/Client (PN-JN)/2148/21480036/Addendum/21480036 Arroyo Lago Residential Project Addendum.docx
between the project site and adjacent residential properties, thereby lowering the relative elevation of
proposed improvements.
The project site is surrounded by residential uses, industrial uses, public services and utilities
facilities, and open space. The existing residential and industrial uses contribute to the existing
daytime glare and nighttime lighting of the area. Exterior lighting would be located around and within
the project site. Consistent with the Prior FEIR’s assessment, potential sources of light associated
with the proposed project would consist of typical sources of lighting associated with residential
development and from vehicles traveling to and from the project site. Lampposts would be evenly
dispersed within the project site, with safety lighting as needed throughout the project site. All exterior
lighting would be designed, located, and shielded to confine direct rays of light to the project site and
would adhere to all applicable standards and requirements.
Furthermore, in accordance with Section 20.36.160 of the City Municipal Code, the proposed project
would also comply with all applicable State regulations relating light and glare, including regulations in
Title 24 of the California Code of Regulations Building Energy Efficiency Standards California Building
Code (CCR Title 24), including Title 24, Part 6, and Section 132 of the Building Energy Efficiency
Standards, which regulates lighting characteristics, such as maximum power and brightness,
shielding, and sensor controls to turn lighting on and off. The proposed project would also include
single-story homes along the western property line, compared to the 2-story homes evaluated in the
Prior FEIR for the County Project, which would reduce impacts related to the proposed project’s
effects on light availability in the backyards of adjacent homes. In addition, the proposed project’s
grading would reduce relative elevation differences between the proposed project and adjacent
homes, further reducing the potential for shadowing, light spill, and glare intrusion onto nearby
residential properties. Glare resulting from the proposed residences’ windows would be minimal and
would be partially obscured by landscaping, depending on the time of day and the location of the
reflecting light source. Furthermore, residential glass typically has a low reflectivity rate. Glare may
also occur from on-site vehicles; however, such glare would be transient, depending upon the time of
day and location of the vehicle. Therefore, consistent with the conclusions in the Prior FEIR, lighting
and glare impacts from the proposed project would be less than significant.
Therefore, the proposed project would not introduce new significant impacts or create substantially
more severe impacts than those previously identified in the Prior FEIR. No additional analysis is
required.
Zone 7 Stormwater Option
The Zone 7 Stormwater Option would not result in any new or more severe aesthetic impacts
compared to those previously analyzed. Under this option, which was considered in the Prior FEIR,
treated stormwater would be discharged from the proposed bioretention facilities and allowed to drain
naturally toward Cope Lake, eliminating the need for the detention basin, pump facilities, and storm
drain force main. Consistent with the analysis in the Prior FEIR, this option would not introduce new
visible structures or substantially alter the visual character of the project site or the surrounding area,
and it would reduce the amount of above-grade infrastructure. Accordingly, the Zone 7 Stormwater
