The Prior FEIR determined that the soil on the
proposed project site is Class IIIs5, which is not suitable for a Prime or Unique Farmland designation.
Additionally, the project site is not under a Williamson Act Contract.
While the project site is zoned for Agriculture (A) under the County’s zoning ordinance, the County’s
MDR General Plan land use designation supersedes the primary uses allowed by the zoning.
Therefore, the Prior FEIR determined that the County Project would be consistent with the applicable
Alameda County General Plan regulations and would not conflict with the project site’s zoning. As
such, construction and operation of the County Project would not result in the conversion of Prime
Farmland, Unique Farmland, or Farmland of Statewide Importance to nonagricultural uses, or result
in the loss or conversion of forestland to non-forest uses.
Neither the County Project nor Alternative 2 would conflict with any zoning for agricultural use or a
Williamson Act Contract, or any zoning for forestland, timberland, or timberland zoned for Timberland
Production. Finally, the Prior FEIR determined that the County Project would not involve other
changes that could result in the conversion of Important Farmland to nonagricultural uses or convert
