Item #7
CITY COUNCIL AGENDA REPORT

August 11, 2026
Public Works - Utilities Division

TITLE: AUTHORIZE THE CITY MANAGER TO EXECUTE A PURCHASE AGREEMENT
WITH SPEARUS, LLC FOR REPLACEMENT SUPERVISORY CONTROL AND
DATA ACQUISITION (SCADA) SERVER AND STORAGE INFRASTRUCTURE IN
AN AMOUNT NOT TO EXCEED $289,532

SUMMARY
This report recommends that the City Council authorize the purchase of replacement server
and storage infrastructure for the City's Supervisory Control and Data Acquisition (SCADA)
system from Spearus, LLC. The existing platform that hosts the City's SCADA environment is
approaching the end of its manufacturer support life cycle. Replacing it with current-generation
infrastructure improves system reliability, survivability, and resiliency, which is critical to the
continuous operation of the City's water, wastewater, recycled water, and storm drain utilities.

RECOMMENDATION
Authorize the City Manager to execute a purchase agreement with Spearus, LLC for a
replacement SCADA server and storage infrastructure, utilizing OMNIA Partners cooperative
contract No. 01-137 (EC America), for an amount not to exceed $289,532.

BACKGROUND
The City's SCADA system provides centralized monitoring and control of critical utility
infrastructure across the City's water, wastewater, recycled water, and storm drain systems.
The system currently runs on a virtualized server platform approaching the end of its
manufacturer support life cycle.

In 2023, the City completed a SCADA Management Plan that established a baseline
assessment of the existing SCADA system and outlined a phased program to strengthen
system resilience. Among the projects identified were relocating the backup core SCADA
server, improving remote access, and monitoring operational technology (OT) systems. The
City is currently advancing a companion SCADA Standards Development effort to formalize
instrumentation, hardware, and cybersecurity standards. This procurement provides the
server and storage refresh that supports those resilience objectives and addresses the current
end-of-support condition.

DISCUSSION
The proposed procurement provides current-generation, enterprise-class infrastructure for the
City's SCADA environment with full redundancy and manufacturer support for the platform's
useful life. This delivers the reliability, survivability, and resiliency the SCADA network requires
and enables the enterprise disaster recovery that the City already operates for other systems,
supporting the backup resilience objective identified in the SCADA Management Plan.

Spearus, LLC is an authorized Dell Technologies reseller listed under OMNIA Partners
Page 221 of 373
