As proposed, the project plans are
incomplete, and the project is inconsistent with the General Plan, applicable Objective Design
Standards (ODS), the Downtown Specific Plan (DSP), and Pleasanton Municipal Code (PMC)
regulations. While the Planned Unit Development (PUD) process allows for deviations from
the strict application of various standards, staff finds that the extent to which the project would
deviate from these standards, and from the intent and policies of the Downtown Specific Plan,
do not allow the necessary findings for approval.

RECOMMENDATION
Adopt a resolution to deny applications for:
1. A Planned Unit Development (PUD) Rezoning (P26-0360) to rezone the subject parcel
from MU-T (Mixed Use-Transitional) District to PUD-MU-T (Planned Unit Development-
Mixed Use-Transitional) District;
2. A Certificate of Appropriateness to demolish an existing 6,160-square-foot commercial
office building in the Downtown Revitalization District; and
3. A PUD Development Plan (PUD-152) to construct a three-story, four-unit, residential
building, with units ranging in size from 430 square feet to 13,626 square feet and
associated site improvements located at 231 Old Bernal Avenue.

BACKGROUND
The applicant proposes redeveloping the site to replace an existing office building with a multi-
unit residential building. The following summarizes the key information related to the proposed
project. More detailed background information can be found in the May 27, 2026, Planning
Commission agenda report, provided as Attachment 2, or available online at:
https://weblink.cityofpleasantonca.gov/weblink/0/doc/312943/Page1.aspx.
