The site is currently developed with an approximately 6,160-square-foot, two-
story multi-tenant commercial office building set back 20 feet from the front property line, with
21 surface parking spaces at the rear accessible from both streets. The site contains 34
protected trees, none of which are classified as heritage trees under Pleasanton Municipal
Code (PMC) Chapter 17.16. (Attachment 2, Exhibit D). Surrounding uses include residential
and vacant parcels to the north, east, and west, with City Hall directly to the south across Old
Bernal Avenue; the broader corridor features a mix of one- and two-story commercial and
residential buildings, including a three-story mixed-use building at 301 Old Bernal Avenue.

Figure 1: Aerial Photograph

Regulatory Context
General Plan : The project site has a General Plan Land Use designation of Mixed-Use. Per
Table 2-3 of the General Plan Land Use Element, the allowable density for Mixed-Use
Residential is 20+ du/acre. The General Plan cites the Downtown Specific Plan in establishing
a maximum floor area ratio (FAR) of 125 percent.

Downtown Specific Plan (DSP)
The project site is within the Downtown Specific Plan (DSP) area and has a land use
designation of Mixed Use – Transitional (MU-T). In the Downtown, the Mixed-Use land use
designation permits residential uses located behind or above commercial uses.

Zoning District & Objective Design Standards (ODS) for Multifamily Housing in R-M, C-C, and
M-U Districts (adopted January 26, 2023)
The project site is zoned Mixed Use – Transitional (MU-T) District. Per PMC Chapter 18.46,
one of the objectives of the Mixed-Use Districts is the inclusion of residential uses, which may
include residential-only development. The MU-T District permits a maximum FAR of 125
percent. The District also requires a minimum site area of 1,000 square-feet per dwelling unit.
In addition, due to its MU-T zoning designation, the project site is also subject to the specified
2023 ODS for residential development.
