Lighting & Landscape/Open Space
The project proposes limited on-site lighting, typical for a residential project, consisting
primarily of wall sconces and low-voltage landscape lighting. The pedestrian scale lighting
meets the photometric standards outlined in the ODS; no lighting fixture exceeds 25 feet in
height and all light would be entirely contained within the site.

A total of 6,192 square feet of pervious landscaping area is proposed, with most of the
landscaped area located at the rear yard for Unit D, the large single unit. The rear yard for Unit
D consists of a raised vegetable garden, pool, spa, and fire pit. No private open space is
proposed for units A, B, and C. The property contains 34 existing trees, none of which are
classified as heritage trees pursuant to PMC Chapter 17.16. The landscape plans also
indicate a new vehicle gate along Augustine Street and perimeter fencing; however, the
project plans do not provide details for the vehicle gate, including its material, color, or height.
Notably, the plans are inconsistent as to whether a vehicle gate is proposed. The proposed
perimeter fencing consists of a seven-foot-tall fence along the west property line and a six-
foot-tall front-facing stucco wall with a wood swinging gate along the east side.

Utilities and Service Areas
The proposed project has not demonstrated conformance with City standards for the Clean
Water Program, sanitary sewer connection, and utility enclosures (see Engineering comments
in Attachment 2, Exhibit C). Moreover, the applicant still has not responded to outstanding
comments from staff pertaining to the conformance of the proposed driveway design; the
potential for ponding on Augustine Street; the existing trees adjacent to the Augustine Street
driveway impacting the proposed improvements; design issues with the proposed lateral
connecting to Augustine Street; and meeting the Clear Water Program requirements, such as
including conforming stormwater treatment measures.

In addition, the project proposes locating the refuse area within an impermissible 50-foot
radius of the primary building entrance. The refuse area would consist of 12 bins, as required
by Pleasanton Garbage Service (one each for regular waste, recyclables, and green waste
per unit). Plans show an inconsistent location, but in either layout are within a 50-foot radius of
the primary entry and would therefore not be consistent with ODS standards.

DISCUSSION
The following discussion summarizes the key information regarding the proposed project's
compliance with applicable City plans, policies, and code requirements. A more detailed
discussion can be found in the May 27, 2026, Planning Commission agenda report, provided
as Attachment 2.

General Plan Land Use and Policy Conformance
Per Table 2-3 of the General Plan Land Use Element, the allowable density for Mixed-Use
Residential is 20+ du/acre. The General Plan notes that the maximum floor area ratio (FAR),
as specified in the Downtown Specific Plan, is 125 percent. As proposed, the project’s density
is 8 du/acre with a floor area ratio (FAR) of 0.71. To be consistent with the 20+ du/acre
density requirement, the project would need to propose at least 10 units. Accordingly, the
project’s density is inconsistent with the General Plan.

The proposed project is also inconsistent with several applicable General Plan Land Use and
Housing Element policies and programs. Specifically, the project does not support objectives
Page 240 of 373
