Ordinance No.

WHEREAS, at its duly noticed public meeting July 27, 2026, the City Council also
considered the PADA as recommended by the Planning Commission; and

WHEREAS, at its duly noticed public meeting of July 27, 2026, the City Council
considered the written agenda report, all public testimony, relevant exhibits, and staff/Planning
Commission recommendations.

WHEREAS, at its duly noticed public meeting of July 27, 2026, the City Council
introduced Ordinance No. 2026-XX approving the Project; and

WHEREAS, immediately before the July 27, 2026 meeting, but after the specified time
at which written public comments could be distributed to the City Council, the Dublin San
Ramon Services District (DSRSD) submitted a comment letter requesting that the City include
two conditions addressing the Project’s agreement in wastewater treatment facility analysis
and funding; and

WHEREAS, at the duly noticed public meeting of August 11, 2026, the City Council
considered the request from DSRSD, and the written agenda report addressing the comments,
and all public testimony.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES
HEREBY ORDAIN AS FOLLOWS:

Section 1: Findings for Approval of Initiation of Annexation Proceedings
With respect to the requested initiation of annexation proceedings (P25-0115), the City
Council makes the following findings:

A. LAFCO promotes the timely conversion of land to urban uses and will effectuate
this goal through encouraging infill development on incorporated vacant lands
located adjacent to already developed areas.

The Project promotes the timely conversion of land to an urban residential use
consisting of 189 single-family homes and will effectuate this by developing infill parcels
on vacant lands located adjacent to the already-developed Pleasanton residential
community of Village at the Ironwood.

B. The fundamental policy of LAFCO in considering the development status of land,
located in or adjacent to an established city SOI boundary and contiguous to a
city boundary, shall be that such urban development is preferred in cities.

Annexing the Project Site into the boundaries of the City of Pleasanton would ensure
that the proposed urban development is located within the city, not unincorporated
County lands.

C. Developed lands that benefit from municipal services, and are contiguous to a
city boundary, should be annexed to the city providing such services.
