Ordinance No. <br />Page 4 of 11 <br /> <br /> <br /> <br /> <br />The proposed Project is contiguous to city boundaries on both its western and <br />southern property lines, and will benefit from municipal services, including water <br />service and sanitary sewer conveyance. <br /> <br />D. Land may not be annexed to a city unless it is contiguous to the city at the time <br />the proposal is initiated unless the land is owned by the city, is being used for <br />municipal purposes at the time proceedings are initiated, is within the same <br />county as the city, and does not exceed 300 acres in area. <br /> <br />The Project site is contiguous to the City of Pleasanton on its western and southern <br />boundaries. <br /> <br />E. A city shall prezone undeveloped property to be annexed before the <br />Commission takes action on the annexation. <br /> <br />The Project includes a request to prezone the property, which is undeveloped, to <br />Planned Unit Development - Medium Density Residential, to accommodate the <br />proposed development. <br /> <br />F. The city shall be the Lead Agency and LAFCo shall be the Responsible Agency, <br />for environmental review of any prezone and related change of organization. <br /> <br />The City of Pleasanton, in its role as lead agency for the Project, has conducted <br />environmental review of the proposed pre-zone and annexation of the Project site and <br />has documented its analysis in an Addendum to the EIR that was prepared and <br />certified by Alameda County. <br /> <br />G. Applications for annexation of islands subject to Williamson Act Land <br />Conservation contracts will not be deemed complete unless a meeting to <br />consider the proposal has been conducted by the affected city and related <br />minutes, staff reports, or written comments are included. <br /> <br />The Project site is not an island and is not subject to a Williamson Act Land <br />Conservation contract. <br /> <br />H. Applications for annexation of tidelands or submerged lands owned by the State <br />Lands Commission or its trustees will not be deemed complete unless a <br />determination of boundaries and issues by the State Lands Commission is <br />provided to LAFCO. <br /> <br />The Project site does not consist of tidelands or submerged lands owned by the State <br />Lands Commission or its trustees. <br /> <br />Section 2: Findings for Approval of Pre-Zoning <br />With respect to Case No. P25-0118, the City Council makes the following findings and <br />determinations with respect to each of the considerations for a prezoning as required by <br />Sections 18.136.090 and 18.04.010 of the PMC: <br />Page 29 of 373
