Standards will
identify approved manufacturers, minimum technical requirements, cybersecurity features,
and hardware lifecycle expectations, including refresh cycles. Control panel design standards
will also be established, including panel sizing, layout, voltage segregation, labeling, and
wire management requirements.
• PLC Programming Standards Development – West Yost will develop custom standard
programming objects for the City. This process will include defining the overall function of
each object and the parameters used within each. This also includes documenting how
standard SCADA graphical objects are to be used with each object. Finally, this sub-task will
entail documenting overall standard practices for developing PLC logic.
• Tagging Standards Development – West Yost will work with the City to develop standard
tag conventions based on the existing SCADA and PLC tags in use. This includes defining the
various portions of a standard SCADA tag to facilitate a better understanding of associated
plants, process areas, instrument types, equipment types, and loop numbers.
• SCADA Graphical Standards Development – West Yost will document graphical standards
based on the objects used within the existing City SCADA system. This includes capturing
screenshots of major equipment and instrumentation used throughout the existing SCADA
system and defining the various parameters and color schemes associated with each of
those components.
• Alarming Philosophy and Management Standards Development – West Yost will work with
the City to develop alarm standards based on existing SCADA and PLC alarms. This includes
documenting alarm tags, alarm severities, alarm descriptions, graphical representation of
alarms within the SCADA system (e.g., equipment alarms, transmitter alarms, alarm colors,
alarm banners, alarm summary screens), and operator responses.
• HMI Database Conventions Standards Development – West Yost will work with the City to
document existing HMI database conventions. This includes the documentation of trend and
alarm database conventions.
• Report Standards Development – West Yost will work with the City to develop report
standards. This includes conducting workshops with the City to gather feedback on report
templates and content.
• Version Control Standards Development – West Yost will work with the City to develop
version control standards for SCADA and PLC applications. This includes recommended
practices regarding managing and tracking changes, maintaining the integrity and reliability
of applications, and reverting to previous versions if needed.

Docusign Envelope ID: C46F6467-48FC-8755-8247-09E863327CA7Docusign Envelope ID: A1F306CD-3D85-8219-8045-1E730ABF3862
