Modifications and additions to graphical
templates are not included.
• HMI Database Conventions Standards Development is limited to documenting existing database
conventions as currently implemented.
• Control strategy development will focus on major facilities and representative remote sites; minor
facilities may be documented at a higher level unless otherwise directed.
• Field verification will be limited to targeted site visits (up to 16 hours) and will not include forensic
validation of wiring or PLC logic.
• City staff will be available to participate in workshops and will provide applicable SCADA and PLC
backup files prior to beginning the task.

Task 3 Deliverables
• West Yost will provide a Draft & Final SCADA Standards document that includes components as
outlined above.
Task 4. Backup Core SCADA Server Relocation Basis of Design and Cost Estimate
The objective of this task is to investigate and define the scope, level of effort, and planning-level cost
required to implement Project P1-2 – Backup Core SCADA Server Relocation. This task will not include
implementation of the relocation project, but will instead establish the technical framework, design
criteria, and budgetary estimate necessary for future execution. Work activities under this task include:
• Core SCADA Server Relocation Basis of Design – West Yost will develop a Basis of Design for
relocating the core SCADA server environment. Work will include reviewing existing server,
virtualization, network, storage/backup, power, and room layout conditions based on available
documentation and coordination with City IT and Utilities staff. West Yost will define relocation
objectives and design criteria, including redundancy, cybersecurity, physical security,
environmental controls, power resiliency, operational continuity, and potential backup server
locations. West Yost will also develop a high-level implementation approach addressing
sequencing, outages, testing, cutover, rollback, and coordination requirements to reduce
operational risk during future implementation.
• Planning-Level Cost Estimate Development – West Yost will prepare a planning-level cost
estimate consistent with an AACE Class 5 estimate. The estimate will include anticipated costs
for hardware procurement, software licensing (if applicable), network modifications, electrical
upgrades, environmental improvements, professional services, testing, commissioning, and
contingency.

Docusign Envelope ID: C46F6467-48FC-8755-8247-09E863327CA7Docusign Envelope ID: A1F306CD-3D85-8219-8045-1E730ABF3862
