Box 520
Pleasanton, CA 94566

SUBJECT: Proposal for Engineering Services for West Yost to Perform Supervisory Control and Data
Acquisition (SCADA) Standards Development

Dear Todd:
The purpose of this letter proposal is to provide the City of Pleasanton (City) with a proposed scope of
services, budget, and schedule for the development of SCADA Standards.
In 2023, West Yost prepared a SCADA Management Plan (SCADA MP) for the City that established a
baseline assessment of the existing SCADA system, identified key gaps and vulnerabilities, and outlined a
phased SCADA Program Implementation Plan (Appendix E). A primary finding of that effort was the need
for improved and standardized documentation governing instrumentation, SCADA hardware and
software, control strategies, and cybersecurity practices. The SCADA MP also identified several
foundational near-term projects critical to system resilience, including the relocation of the backup core
SCADA server, improvements to remote access, and implementation of Operational Technology (OT)
system monitoring.
This project will implement those recommendations by evaluating updated cybersecurity risks and gaps,
developing formal SCADA and Instrumentation Standards, and preparing a structured project plan to
guide consistent implementation. In addition to the standards development effort, this scope includes
preparation of Bases of Design and planning-level cost estimates for the additional SCADA resilience
projects to support future budgeting and execution. The objective is to provide the City with practical
standards documentation and defined next-step project frameworks that promote consistency, reliability,
and cybersecurity across the SCADA environment, regardless of the entity performing the work.
SCOPE OF SERVICES
The following is a list of the key tasks necessary to perform this proposed scope of services, each further
described below:
• Task 1. Project Management
• Task 2. AWIA Cybersecurity Assessment Crosswalk and Gap Analysis
• Task 3. SCADA Standards Development
Exhibit ADocusign Envelope ID: C46F6467-48FC-8755-8247-09E863327CA7Docusign Envelope ID: A1F306CD-3D85-8219-8045-1E730ABF3862
