Completion of the segment between Stoneridge Drive and Stanley
Boulevard as a public roadway has long-range implications for circulation, safety, multimodal
connectivity, and access to adjacent development. The Precise Roadway Alignment Project
will develop a technically defensible, precise roadway alignment that can serve as the basis for
future project development, evaluating and incorporating elements including utility
infrastructure, drainage, constructibility, cost, and environmental constraints. The agreement
with Kier and Wright will be for an amount not to exceed $925,411.

RECOMMENDATION
Staff recommends the City Council approve and authorize the City Manager to execute the
Design Professional Services Agreement with Kier and Wright Civil Engineers and Surveyors,
Inc., in the amount of $927,618, and approve budget amendments to transfer $925,411 from
the Tri-Valley Transportation Development Fee Reserve, CIP No. 01541, to the El Charro
Road Precise Roadway Alignment Project, CIP No. 27501 (21430124-440108-27501) in the
Tri-Valley Transportation Development Fund (Fund 214).

BACKGROUND
The segment of El Charro Road between Stoneridge Drive and Stanley Boulevard is a key
missing link in Pleasanton’s circulation network, one that has been long-identified in the City's
General Plan, and needed to support well-managed growth in East Pleasanton. A precise
roadway alignment and alternative routing analysis are essential to define a safe, efficient,
multimodal, and buildable solution for El Charro that enables further environmental analysis,
right-of-way planning, and capital allocation.

This process was recognized as an essential element of the prior East Pleasanton Specific
Plan process. Establishment of the El Charro Roadway alignment through the specific plan
process would have allowed evaluation of design alternatives before the design and submittal
of development projects. With the halt of the East Pleasanton Specific Plan and subsequent
project applications in the East Pleasanton area, both within and outside the existing City
limits, it is critical that the City evaluate and identify the precise alignment of El Charro Road so
that developments in East Pleasanton can plan for and around its location. This project will
allow the City to move forward with East Pleasanton projects, ensuring that the location of El
Docusign Envelope ID: 1E4E4FCF-7AB2-8687-82B4-D0B680FDBFDB
