FOR THE BERNAL AVENUE 18-INCH WATER
MAIN (F-4 LINE) AND TURNOUT NO. 1 IMPROVEMENTS, CIP NO. 24172 AND
AUTHORIZE THE RETURN OF THE REMAINING FUNDING TO THE FUND
BALANCE

SUMMARY
The Bernal Avenue 18-Inch Water Main (F-4 Line) & Turnout No. 1 Improvements Project, CIP
No. 24172, is the first of three capital improvement projects required to maintain balanced
water system pressure after city-owned wells were shut down due to per- and polyfluoroalkyl
substances (PFAS), meet future demands, and improve the reliability of the water system. The
project was competitively bid and awarded to Golden State Construction & Utility, Inc. by the
City Council on January 16, 2024. The work has been completed to the satisfaction of the
Director of Public Works and in accordance with the City Engineer’s approved scope of work. It
is recommended that the City Council accept the project as complete.

RECOMMENDATION
1. Accept the construction of the project as complete and authorize the City Clerk to file a
Notice of Completion.
2. Authorize the release of the retention in the amount of $86,175.15 to Golden State
Construction & Utility, Inc. 30 days after the recordation of the Notice of Completion.
3. Authorize the return of the project’s remaining balance of $233,343 to the Water
Replacement CIP (Fund 421) reserve balance.

BACKGROUND
The City purchases water from the Zone 7 Water Agency (Zone 7) that is delivered through
valves in underground vaults called turnouts where water from Zone 7 is introduced into the
City’s water system and is controlled, fluorinated, and metered. The City’s water distribution
system was designed to incorporate the turnouts and the City’s wells to maintain balanced
system pressure. Changes to the volume of water entering the system through different
turnouts and wells can cause pressure variations within the water system. The City actively
monitors the system to ensure that water pressures meet American Water Works Association
standards.

To ensure balanced water system pressures and improve the reliability of Turnout No. 1, a
project was initiated to upgrade the existing 12-inch water main to an 18-inch water main and
replace the piping and specialty equipment inside Turnout No. 1.

On August 15, 2023, the City Council approved and authorized a professional services
Page 153 of 249
