agreement with Pakpour Consulting Group to design the Bernal Avenue 18-Inch Water Main
(F-4 Line) Project, CIP No. 24172. This project was combined with city staff-designed Turnout
No. 1 improvements into a single construction package and competitively bid in November
2023.

On January 16, 2024, the City Council awarded a construction contract to Golden State
Construction & Utility, Inc. In the amount of $1,644,000 and authorized the director of Public
Works to approve contract change orders up to the project contingency amount of $247,000.
Construction began in February 2024 and was successfully completed in January 2025.

DISCUSSION
Due to the restricted water service from Wells 5 and 6 due to PFAS, additional water is being
purchased from Zone 7 through existing turnouts to meet system demands. Following the
completion of the Water Supply Alternatives Study, the City Council selected a project to
construct two new groundwater wells on the west side of the City. To meet the City’s future
and short-term water demands until the new wells are in service and to rebalance the water
system, improvements to turnouts and water distribution piping are necessary. The Bernal
Avenue 18-Inch Water Main (F-4 Line) & Turnout No. 1 Improvements Project, CIP No. 24172,
is the first of three capital improvement projects required to maintain balanced water system
pressure in response to the limited availability of water from city-owned wells, to meet future
demands, and to improve reliability of the system.

Improvements to Turnout No. 1 included replacing the internal piping, flow meter and control
valve, and installing a pressure-regulating valve to protect the turnout and update the facility to
current standards. Vault repairs to address corroded rebar and the installation of a flushing and
sampling hydrant were also included in the project. The City pre-purchased the flow meter and
valves due to the long lead time for the materials. These improvements are necessary to
ensure the reliable and long-term operation of the turnout.

In addition, a Zone 7 valve used to isolate Turnout No. 1 to perform the project work failed and
was replaced under the contract and reimbursed by Zone 7.

On-call contractors were used to replace traffic loops, perform material testing for the project
and provide structural review and recommendations for repairs to the vault walls.

All work performed by Golden State Construction & Utility, Inc. has been reviewed and verified
by the City Engineer to meet the City’s approved plans and specifications and has been
completed to the satisfaction of the Director of Public Works. Staff recommends the City
Council accept the work, authorize the City Clerk to file a Notice of Completion, and authorize
the release of the retention 30 days after recordation.

EQUITY AND SUSTAINABILITY
The City’s Procurement Policy for purchasing procedures was followed.

OUTREACH
Notices were sent to adjacent residences and businesses prior to the start of construction and
posted on the City’s website.
