Similar to the provisions of Senate Bill 10 (SB10), the program requires
that each property be rezoned for up to 10 units of residential density per parcel if located in
either a transit-rich area or an urban infill site, as defined by Government Code §65913.5.
Selected sites would be rezoned to a Planned Unit Development (PUD) designation, with
future development subject to PUD review to establish development standards for each site.

Several potential sites were considered in locations throughout the City and a shortlist of five
sites was developed based upon various criteria (see discussion below). Subsequently, a
recommendation was made to the Planning Commission to move forward with rezoning two
sites, located at 1225 Hopyard Road and 4100 First Street. On June 24, 2026, the Planning
Commission adopted a resolution recommending the City Council adopt the necessary
General Plan, Specific Plan and Zoning Amendments for the two sites.

DISCUSSION
A total of 22 candidate sites were reviewed in locations throughout the City. Review criteria
included: property size, existing use, additional development capacity, consistency with State
law (i.e., is it a transit-rich area or an urban infill site),and suitability for infill development
(location, topography, adjoining uses, site configuration, condition and potential historic
classification of existing structures on the site). Based on this analysis, five potential sites were
presented to the Planning Commission for consideration (see pages 4 and 5 of the Planning
Page 296 of 344
