Commission agenda report for a list of all five sites). Each of the five property owners were
contacted prior to the Planning Commission meeting, with City staff offering to discuss the
proposed rezonings, answer questions, respond to concerns, and understand owners' interest
level in rezoning. As noted, the proposed redesignation and re-zoning of the two recommended
sites would implement Housing Element Program 7.8.6. Rezoning also furthers other
Housing Element objectives, including those that encourage residential development on
properties with existing religious facilities, such as Program 1.5 and Program 7.6.1. Figure 1
below shows aerial photos of both recommended sites.

Both properties require a change to: (1) the General Plan land use designation from Public and
Institutional to High Density Residential; and (2) re-zoning to the Planned Unit Development –
High Density Residential zoning designation. In addition, the Rock Bible Church site requires
Page 297 of 344
